Intermittent failure to bring some apps to front

I just upgraded to Catalina.  Quicksilver seems to work well, I haven't seen problems that have been documented here lately, except one.

I often invoke Quicksilver to either focus an open app or open that app if not already focused.  It is much faster than using Cmd-Tab to toggle through lots of apps.  Since the Catalina upgrade sometimes this does not work.  I see it most with Emacs (the build from https://emacsforosx.com), but I think I've seen it with Messages and some other apps.

I have added the new /System/Applications folder to the catalog, but it seems that I see this with apps that are in the old /Applications and new /System/Applications.

Is there any way I can debug this?  Logs somewhere?
