Carrier Billing on Blackberry Professional Server/App World 2.0

AppWorld 2.0 now gives you the option for carrier billing. When
attempting to use that option, it says "This feature has been disabled
by your system administrator". I have a few people on the BlackBerry
Professional Server who would like to use that option as they pay for
their own phone bill. Does any one know how to "Enable" the carrier
billing?
