I'm planning a public release of the Philharmonik sound set, things have been significantly reworked from the private version. Late summer/early fall is the target, for the time being I'm not distributing the private setup anymore.
If you'd like updates on this you can sign up for the newsletter at the page Daniel linked above, or just keep an eye on the site and/or chat page where I'll post announcements as well.

Posted by angularmusic - 10 Aug 11:18PM Hide picture I followed Jonathan's instructions for updating Philharmonik in Sibelius 7 and still can't get Sibelius to even recognize Philharmonik exists. For now I'm back to using Sibelius 6. I wish the Sibelius Sounds parameters, like envelopes, etc... could be altered, like you can in Philharmonik. I look forward to Jonathan's next release in the Fall...fingers crossed.

I believe this post is from last year :) There is no new release scheduled for the Philharmonik sound sets at this time (or if there is, I've yet to make myself aware of it!)
As far as using Philharmonik in Sibelius 7, make sure that you are running the 32-bit Sibelius 7 application as the Philharmonik plugin (which is 32-bit) will not appear in the 64-bit Sibelius 7 application.
If you are on Windows, you might consider using jBridge which will allow Philharmonik to run in Sib 7 x64.
