नई दिल्ली 9 जून : दिल्ली भाजपा के सांसदों श्री मनोज तिवारी एवं श्री रामवीर सिंह बिधूड़ी ने आज एक संयुक्त प्रेस कॉन्फ्रेंस करके यमुना किनारे बसी दिल्ली के निवासियों जिनके बीच ओ जोन को लेकर विगत दिनों तनाव बढ़ रहा है को आश्वस्त किया की भाजपा की केन्द्र एवं दिल्ली सरकारों के साथ ही दिल्ली भाजपा संगठन भी उनकी ओ जोन घोषित क्षेत्र को लेकर चिंता के प्रति संवेदनशील है और भाजपा किसी भी प्रचीन बसे गांव या पहले नियमित हो चुकी कॉलोनी को टूटने नही देगी। प्रेस कॉन्फ्रेंस का संचालन दिल्ली भाजपा के मीडिया प्रमुख श्री प्रवीण शंकर कपूर ने कार्यालय प्रमुख श्री बृजेश राय की उपस्थिति में किया और कहा ओ जोन कांग्रेस का पैदा किया जिन्न है जिसको खत्म करने के लिए ग्यारह साल में अरविंद केजरीवाल सरकार ने कुछ नही किया।
श्री रामवीर सिंह बिधूड़ी ने कहा कि मुख्यमंत्री श्रीमती रेखा गुप्ता ने आज ओ —जोन को लेकर एक उच्चस्तरीय बैठक बुलाई और उसमे स्पष्ट किया है कि जो गांव और 92 कॉलोनियां अभी ओ — जोन में हैं, उनमें पुरानी बसी आबादी में किसी तोड़फोड़ की इजाजत नहीं है। माननीय दिल्ली हाई कोर्ट का आदेश केवल नए निर्माण को लेकर है। उन्होंने इन क्षेत्रों के लोगों से अपील की है कि वे तब तक कोई नया निर्माण नहीं करें, जब तक इस बारे में अंतिम फैसला नहीं आ जाता।
बैठक में सांसद श्री मनोज तिवारी, श्री रामवीर सिंह बिधूड़ी और श्री प्रवीण खंडेलवाल, यमुनापार विकास बोर्ड के अध्यक्ष एवं विधायक श्री अरविंदर सिंह लवली तथा मुख्य सचिव श्री राजीव वर्मा, दिल्ली नगर निगम के आयुक्त श्री संजीव खिरवार और डीडीए के कमिश्नर (प्लानिंग) और कमिश्नर (लैंड मेनेजमेंट) भी शामिल हुए।
श्री रामवीर सिंह बिधूड़ी ने कहा कि हम मुख्य मंत्री श्रीमती रेखा गुप्ता का धन्यवाद करते हैं कि उन्होंने यह उच्च स्तरीय बैठक बुलाई क्योंकि ओ —जोन में रहने वाले करीब 15 लाख लोग हाई कोर्ट के आदेश के बाद से काफी बेचैन हैं। बैठक के बाद अब स्थिति काफी साफ हो गई है।
श्री रामवीर सिंह बिधूड़ी ने कहा कि कि बैठक में मुख्यमंत्री को यह भी बताया गया कि इन कॉलोनियों को 24 मार्च 2008 को ही नियमित कर दिया गया था और तब ये क्षेत्र ओ —जोन नहीं बल्कि एफ जोन में आते थे। 10 अगस्त 2010 को इन क्षेत्रों को केंद्र तथा दिल्ली की कांग्रेस सरकारों ने यमुना के ओ—जोन में डाल दिया। जब इन कॉलोनियों के लोगों ने इसका विरोध किया तो 28 सितंबर 2013 को डी.डी.ए. ने इन्हें ओ — जोन से एफ जोन में लाने के लिए ड्राफ्ट नोटिफिकेशन का नोटिस भी जारी किया। ड्राफ्ट नोटिफिकेशन को तत्कालीन केंद्रीय शहरी विकास मंत्री की स्वीकृति भी मिल गई थी लेकिन अब तक यह नोटिफिकेशन जारी नहीं हुआ है। इस संबंध में सरकार की प्रिंसिपल कमेटी और डी.डी.ए. फिजिकल डिमार्केशन भी कर चुके हैं और एक्सपर्ट कमेटी ने भी कहा है कि ये गांव और कॉलोनियां नदी के बहाव या उनकी गुणवत्ता पर कोई प्रतिकूल प्रभाव नहीं डालतीं।
उन्होंने बताया कि बैठक में यह भी तय किया गया कि मुख्यमंत्री के नेतृत्व में सभी सांसद ओ — जोन के मामले में केंद्रीय आवासन एवं शहरी कार्य मंत्री श्री मनोहर लाल खट्टर से शीघ्र ही भेंट करेंगे और उन्हें सही तथ्यों से अवगत कराएंगे ताकि 15 लाख लोगों के साथ न्याय हो सके ।
दिल्ली भाजपा के पूर्व अध्यक्ष एवं उत्तर पूर्व दिल्ली से सांसद श्री मनोज तिवारी ने कहा कि आज जिन इलाकों में त्रुटीपूर्ण तरीके से ओजोन लगा हुआ है, उसको दूर करने के लिए हम पूरी प्रक्रिया शुरु कर चुके हैं। उन्होंने प्रधानमंत्री श्री नरेन्द्र मोदी का धन्यवाद किया जिन्होंने दिल्ली के अनाधिकृत कॉलोनियों के ऊपर से अनाधिकृत का कलंक मिटाने का काम किया है।
श्री मनोज तिवारी ने कहा कि कल हमने माननीय उपराज्यपाल महोदय से मिला और आज हमने दिल्ली की मुख्यमंत्री श्रीमती रेखा गुप्ता एवं दिल्ली भाजपा अध्यक्ष श्री हर्ष मल्होत्रा जी से भी बात की। उन्होंने हमारी बातों को काफी ध्यान से सुना और उन्होंने डीडीए और एमसीडी दोनों को निर्देश दिया है कि जिन क्षेत्रों को ओ - जोन के अंतर्गत रखा गया है उसमें स्थिति किसी भी घर को किसी भी तरह का नुकसान नहीं होगा बल्कि जो नया घर बनेगा सिर्फ उसको आदेश का पालन करना होगा जो

ओ - जोन क्षेत्र के किसी भी घर में बिजली मीटर तक आम आदमी पार्टी के द्वारा नहीं लगाया जा सका था। जबकि आम आदमी पार्टी के बुराड़ी विधायक खुद सरकारी जमीन पर मकान बनाकर रह रहे हैं और उन्हें अपने आशियाने के उजड़ने का डर है इसलिए आज वह लोगों के मन में डर पैदा कर रहे हैं। इसलिए मैं दिल्लीवालों से निवेदन करना चाहूंगा कि आप सभी को डरने की आवश्यकता नहीं है और किसी भी भ्रम में पड़ने की जरुरत नहीं है क्योंकि किसी भी व्यक्ति को उनके घर से नहीं हटाया जाएगा।

New Delhi, June 9 : BJP MPs Manoj Tiwari and Ramvir Singh Bidhuri today addressed a joint press conference and assured the residents of Delhi living along the Yamuna, where concerns and tensions have recently grown over the O-Zone issue, that the BJP, along with the Central and Delhi Governments, remains fully sensitive to their concerns regarding the O-Zone designated areas. They emphasized that the BJP will not allow the demolition of any ancient village or any colony that has already been regularized.
The press conference was conducted by Delhi BJP Media Head Praveen Shankar Kapoor in the presence of Office Secretary Brijesh Rai. Kapoor stated that the O-Zone issue is a problem created by the Congress Party and that the Arvind Kejriwal Government failed to take any meaningful action to resolve it during its eleven years in office.
Shri Ramvir Singh Bidhuri stated that Chief Minister Rekha Gupta convened a high-level meeting today regarding the O-Zone issue and clearly conveyed that no demolition would be permitted in the old inhabited areas of the villages and 92 colonies currently falling within the O-Zone. He clarified that the Hon’ble Delhi High Court’s order pertains only to new constructions. He appealed to residents of these areas not to undertake any new construction until a final decision is reached.
The CM's meeting was attended by MPs Manoj Tiwari, Ramvir Singh Bidhuri, and Praveen Khandelwal; Chairman of the Yamunapar Development Board and MLA Arvinder Singh Lovely; Chief Secretary Rajiv Verma; Municipal Corporation of Delhi Commissioner Sanjeev Khirwar; and DDA’s Commissioner (Planning) and Commissioner (Land Management).
Ramvir Singh Bidhuri thanked Chief Minister Smt. Rekha Gupta for convening the high-level meeting, noting that nearly 1.5 million residents living in the O-Zone have been deeply concerned following the High Court’s order. He said that the situation has become much clearer after today's meeting.
He further stated that the Chief Minister was informed during the meeting that these colonies had already been regularized on March 24, 2008, at a time when they fell under the F-Zone rather than the O-Zone. However, on August 10, 2010, the Congress Governments at the Centre and in Delhi placed these areas within the Yamuna O-Zone. Following public objections, the DDA issued a draft notification on September 28, 2013, proposing to shift these colonies back from the O-Zone to the F-Zone. The draft notification had received approval from the then Union Urban Development Minister, but the final notification has still not been issued. He added that both the Government’s Principal Committee and the DDA had already completed physical demarcation, while an expert committee had concluded that these villages and colonies do not adversely affect the river’s flow or ecological quality.
He further informed that it was decided during the meeting that all MPs, under the leadership of the Chief Minister, would soon meet Union Minister for Housing and Urban Affairs Manohar Lal Khattar and present the factual position so that justice can be ensured for the 1.5 million affected residents.
Former Delhi BJP President and North East Delhi MP Shri Manoj Tiwari stated that the process to rectify the erroneous inclusion of certain areas in the O-Zone has already begun. He thanked Prime Minister Narendra Modi for removing the stigma of “unauthorized” from Delhi’s unauthorized colonies.
Shri Tiwari said that the MPs met the Hon’ble Lieutenant Governor yesterday and also held discussions today with Chief Minister Rekha Gupta and Delhi BJP President Harsh Malhotra. He said that they listened carefully to the concerns raised and directed both the DDA and the MCD to ensure that no existing house in the O-Zone areas suffers any harm. Only new constructions would be subject to compliance with the court’s directions.
Shri Manoj Tiwari stated that if the opposition is attempting to create fear among people regarding the O-Zone issue, it is merely a reflection of the Aam Aadmi Party’s failures over the last ten years to rectify.
He further said that the Aam Aadmi Party was unable even to provide electricity meter connections to homes in O-Zone areas. He alleged that the AAP MLA from Burari himself resides in a house built on government land and fears action against his own property, which is why he is trying to create fear among residents. He appealed to the people of Delhi not to be afraid or fall prey to misinformation, assuring them that no individual would be displaced from their home.
Manoj Tiwari concluded by stating that it is the decision of the Smt. Rekha Gupta Government that has now enabled residents of O-Zone areas to receive electricity meter connections.

They emphasized that the BJP will not allow the demolition of any ancient village or any colony that has already been regularized.
The press conference was conducted by Delhi BJP Media Head Praveen Shankar Kapoor in the presence of Office Secretary Brijesh Rai. Kapoor stated that the O-Zone issue is a problem created by the Congress Party and that the Arvind Kejriwal Government failed to take any meaningful action to resolve it during its eleven years in office.
Shri Ramvir Singh Bidhuri stated that Chief Minister Rekha Gupta convened a high-level meeting today regarding the O-Zone issue and clearly conveyed that no demolition would be permitted in the old inhabited areas of the villages and 92 colonies currently falling within the O-Zone. He clarified that the Hon’ble Delhi High Court’s order pertains only to new constructions. He appealed to residents of these areas not to undertake any new construction until a final decision is reached.
The CM's meeting was attended by MPs Manoj Tiwari, Ramvir Singh Bidhuri, and Praveen Khandelwal; Chairman of the Yamunapar Development Board and MLA Arvinder Singh Lovely; Chief Secretary Rajiv Verma; Municipal Corporation of Delhi Commissioner Sanjeev Khirwar; and DDA’s Commissioner (Planning) and Commissioner (Land Management).
Ramvir Singh Bidhuri thanked Chief Minister Smt. Rekha Gupta for convening the high-level meeting, noting that nearly 1.5 million residents living in the O-Zone have been deeply concerned following the High Court’s order. He said that the situation has become much clearer after today's meeting.
He further stated that the Chief Minister was informed during the meeting that these colonies had already been regularized on March 24, 2008, at a time when they fell under the F-Zone rather than the O-Zone. However, on August 10, 2010, the Congress Governments at the Centre and in Delhi placed these areas within the Yamuna O-Zone. Following public objections, the DDA issued a draft notification on September 28, 2013, proposing to shift these colonies back from the O-Zone to the F-Zone. The draft notification had received approval from the then Union Urban Development Minister, but the final notification has still not been issued. He added that both the Government’s Principal Committee and the DDA had already completed physical demarcation, while an expert committee had concluded that these villages and colonies do not adversely affect the river’s flow or ecological quality.
He further informed that it was decided during the meeting that all MPs, under the leadership of the Chief Minister, would soon meet Union Minister for Housing and Urban Affairs Manohar Lal Khattar and present the factual position so that justice can be ensured for the 1.5 million affected residents.
Former Delhi BJP President and North East Delhi MP Shri Manoj Tiwari stated that the process to rectify the erroneous inclusion of certain areas in the O-Zone has already begun. He thanked Prime Minister Narendra Modi for removing the stigma of “unauthorized” from Delhi’s unauthorized colonies.
Shri Tiwari said that the MPs met the Hon’ble Lieutenant Governor yesterday and also held discussions today with Chief Minister Rekha Gupta and Delhi BJP President Harsh Malhotra. He said that they listened carefully to the concerns raised and directed both the DDA and the MCD to ensure that no existing house in the O-Zone areas suffers any harm. Only new constructions would be subject to compliance with the court’s directions.
Shri Manoj Tiwari stated that if the opposition is attempting to create fear among people regarding the O-Zone issue, it is merely a reflection of the Aam Aadmi Party’s failures over the last ten years to rectify.
He further said that the Aam Aadmi Party was unable even to provide electricity meter connections to homes in O-Zone areas. He alleged that the AAP MLA from Burari himself resides in a house built on government land and fears action against his own property, which is why he is trying to create fear among residents. He appealed to the people of Delhi not to be afraid or fall prey to misinformation, assuring them that no individual would be displaced from their home.
Manoj Tiwari concluded by stating that it is the decision of the Smt. Rekha Gupta Government that has now enabled residents of O-Zone areas to receive electricity meter connections.
