SCAM ARTISTS OFFERING CREDIT CARDS
Wednesday, January 31st, 1996

The National Fraud Information Center (NFIC) reports numerous reports -
mostly from the mid-west and mid-south - involving offering of pre-approved
credit cards. The victims are told that they will get a major credit card
- VISA or MasterCard - and must call back to an 800# and use a pin number
to activate the account. The four-number pin actually authorizes a switch
in long distance phone service and a $30 + surcharge on your telephone
bill. None of the major credit card issuers are telemarketing new accounts
with a pin number activation procedure.

Any time anyone calls offering a pre-approved credit card, ask to have a
form sent to you so that you can sign it and return it. Federal law
requires your written pre-approval before a card can be issued to you.

NEVER give out personal information to ANYONE who calls and offers you a
credit card. If you have been contacted by anyone offering you a
pre-approved credit card, try to get the address of the company offering
the credit, and please contact us.

Log on the WebSite at http://www.fraud.org, or call 1-800-876-7060.
If you spot obviously illegal operations on the E-Ways, please
forward copies of the messages to NFIC at frau...@psinet.com.
