Charter: biz.marketplace.real-estate provides a forum for discussion of
topics pertinent to marketing business property or real estate
which would be considered high value investments. Some real
estate offers and requirements are allowed but primarily those
which will promote discussions. Single residential units would
not normally be considered a high value investment. It is the
moderators sole responsibility and unquestioned authority to
ensure that articles adhere to the charter.

COMMENT: The "biz" hierarchy has a need to provide a newsgroup
specifically for individuals who are interested in real estate
opportunities. Currently they are limited to areas with many
other topics and it's difficult for them to concentrate
on their own unique field. A forum devoted to their needs would
also prove educational to other business persons around the World.
BACKGROUND: Please refer to biz newsgroup creation guidelines
periodically posted to biz.config in the FAQ entitled:
"Biz.* Frequently Asked Questions (FAQ)". Also, refer to
the biz.config archives for discussions on biz newsgroup
creation procedures, held circa July 1994.
Discussion period: Until Nov 27, 1998
Discussion forum: biz.config, all followups are directed there.
Proposed creation date: Dec 01, 1998.
Given a sufficient level of support and barring substantial and
substantive insurmountable objections, the cmsg should be issued
to create biz.marketplace.non-computers (Moderated), on or about
December 01, 1998.

I strongly suggest the word "Marketing" be replaced with something
more appropriate such as "Investment". The use of "Marketing" in
this context, even though suffixed with the word "Forum" will invite
spammers who's miscgenated harvesting software will zero in on it.
Sure, the newsgroup is going to be a moderated, but why increase the
moderators workoad by several orders of magnitude for no good reason.

The biz hierarchy itself has no such "need". Individuals interested
in having a place to discuss the topic certainly might though. While
that's an issue of semantics, it's important to sensibly and honestly
represent the situation.
I'd suggest that you repost the proposal accordingly.
I certainly have no objection to the concept or the newsgroup, and
will be pleased to create it if sufficient support for it is posted
to biz.config.

I retained the usual boilerplate wording we're used for the other changes
we've made to biz. There's only a couple of word changes from the RFD for
biz.marketplace.investors. I was trying to leave it fairly generic and
allow the discussions to cover the details.
The facts are, I and Jeff Norton receive many very fine real estate
investment opportunities to other moderated newsgroups, particularly
biz.marketplace.investors and biz.marketplace.international where they don't
really fit. Sending the messages to biz.marketplace.non-computer, which is
mostly for products, does not make sense. Sending them to other hierarchies
makes even less sense and some real estate folks have fussed about it.
Since is biz is sorta intended to look after business folks, we need to
cover real estate and many other business areas better.

You're using an ancient boilerplate out of context. In this case
it badly needs to be revised to reflect the _current_ context, hence
my comment and recommendation.

We need to see their public support in biz.config if they indeed do
care enough to have the proposal succeed. As we've seen in many other
quite sensible but failed proposals over the last few years, where
there's no or insufficient evidence for support posted, there can be
no newgroup cmsg issued.
