Problem in Abit BF6 motherboard ! Help!!!

Does any body know how to solve this problem.

I have a Abit BF6 motherboard install into a
PIII 450
128 PC133 RAM
2 hard disk in 4GB IBM and 30GB Seagate.
Matrox 16MB dual head video card.

The problem is, I can not boot it up when the first time I turn on the
machine, the screen display nothing, not even the light on from the monitor.
But after I turn it off, within 3 minutes, I turn it on again, it is normal,
so every time I have to turn it on 2 time to make the PC working.

Also some time even if the boot up is successful, but the slave hard disk
could not find by the system.

I have check the mother board, latest BIOS, cable, video card, ram,
harddisk, I can not find any one is going wrong.

Does anyone can give me suggestion or a help site that I can go to solve
this problem.
