Are there any S/W accounting programs that handle "open invoicing".

This is for a one person company that does maintenance throughout
the appropriate sports season, and has jobs "open" for extended
periods.

Do you mean, progress billings?

How complicated is your billing?

If you're a fairly small company, just use Peachtree or Quickbooks
and type whatever you need to say onto the face of an invoice,
using the Services billing without inventory items.
