<P> JERUSALEM, March 25 (UPI) -- A senior Israeli security adviser is
warning of further attacks on Jewish targets by Muslim militants,
accusing the Palestinian Authority of allowing such groups to operate.</P>
<P> Maj. Gen. Meir Dagan, an adviser to Prime Minister Binyamin
Netanyahu, told reporters Palestinian President Yasser Arafat set up a
``terror infrastructure'' when he released dozens of extremists from
jail in the weeks leading up to Friday's suicide bombing in Tel Aviv, .</P>
<P> Dagan says, ``The terror organizations understood they received a
green light to carry out terror.''</P>
<P> Netanyahu blamed the Tel Aviv attack, which killed four people and
wounded 47, on the Palestinian Authority, saying its release of the
Hamas and Islamic Jihad detainees had given extremists the ``green
light.''</P>
<P> Dagan said that in contrast to previous bombings, the authority had
not followed up Friday's bombing with mass arrests. Hamas, a militant
movement with a substantial following in the Gaza Strip and West Bank,
claimed responsibility for the attack.</P>
<P> Dagan says Israeli security forces have prevented dozens of attacks
on Israeli targets in the past six months.</P>
<P> Palestinian officials rejected Dagan's allegations.</P>
<P> Palestinian Planning Minister Nabil Shaath told Israel Radio, ``There
is a very clear cut policy: no to terror and no to violence.''</P>
