<P> OTTAWA, March 25 (UPI) -- Canadian Defense Minister Doug Young says he
is introducing changes to ensure more openness in the military's dealing
with the public and the press.</P>
<P> He says ``when problems in Somalia arose Canadians saw a reluctance
on the part of the military to come clean. A lack of openness and
transparency when dealing with the public and the press is simply not
acceptable.''</P>
<P> Young's remarks come amidst an inquiry into 1993 incidents in which
Canadian peacekeeping troops in Somalia killed two civilians and injured
several.</P>
<P> The inquiry will end hearing testimony by March 31, and is due to
present its report to the government by June 30.</P>
<P> The minister says Ottawa ``must take firm action to address concerns
Canadians have about how the Canadian forces are managed today.''</P>
<P> ``This is the right thing to do even if there had never been Somalia
incidents or a Somalia inquiry,'' he says.</P>
<P> ``As a matter of fact, in reviewing the work that we've done in the
last few months, it is clear that no military organization in the world
has totally met the challenges of the post cold war, but we're going to
try,'' he says.</P>
<P> Young says he disagrees with those who argue that Canada is ``so
insulated from danger by our geography and our powerful neighbor to the
south that we do not need real land, naval or air force.''</P>
<P> ``The world we live in is more uncertain and in many ways less safe
than at any time since 1945,'' he says.</P>
<P> ``The Canadian forces up to now have been more operationally engaged
in the last five years after the end of the cold war than at any time in
the previous 45,'' he says.</P>
<P> He does not accept that ``we should pull back on our military
commitments and capabilities and rely on the goodwill ... and
understanding of other nations,'' Young says.</P>
