<P> PARIS, March 25 (Reuter) - Software errors pushed a French
nuclear plant beyond authorised limits twice in the past four
months in incidents that staff tried to cover up, the state
Nuclear Safety Authority (ASN) said on Tuesday.</P>
<P> ASN called the incidents, at the Paluel plant near the
Normandy city of Rouen, serious breaches of safety but said the
1,300-megawatt reactor remained within wider security margins.</P>
<P> There was no radioactive leakage or contamination, it said.</P>
<P> ASN said the neutron flow in the core of the reactor
exceeded permitted limits on November 20 and January 11 for a
total of up to 13 hours after erroneous data was introduced into
the computer software.</P>
<P> Staff tried to hide the incidents from their superiors, and
the plant's management only reported the incidents to ASN on
March 7. ASN put the incidents at grade two on its safety scale,
which rates the most serious incidents as grade seven.</P>
<P> ASN said its inspection exposed ``an accumulation of serious
safety breaches: repeated calculation mistakes, monitoring
failures, deliberate failure to take corrective action after the
calculation mistakes were discovered, then concealing of
information''.</P>
<P> The plant's owner, state utility Electricite de France,
suspended the staff involved, and ASN demanded that it improve
training and organisation.</P>
