<P> WASHINGTON, March 25 (UPI) -- The Clinton administration has announced
steps to crack down on fraud in federal health care programs, including
closing a series of loopholes and increasing penalties.</P>
<P> President Clinton planned to describe the initiatives Tuesday at a
White House ceremony alongside Florida Gov. Lawton Chiles, whose
statewide programs were cited by officials as a model for Clinton's
federal-level proposals.</P>
<P> The White House has not said how much money the initiatives would
save, although it said previous administration anti-fraud efforts over
the past four years have saved the Medicaid and Medicare programs $20
billion.</P>
<P> The administration said in a statement that Clinton's proposals will
attack fraud in three broad areas:</P>
<P> --Preventing potential violators by barring anyone convicted of a
felony from participating in Medicare or Medicaid, requiring background
checks on health care providers and hospitals, and requiring rejected
providers to wait six months before reapplying for participation;</P>
<P> --Penalizing physicians who falsely certify the Medicare eligibility
of patients, providers who pay kickbacks to induce referrals, hospitals
and providers who hire individuals excluded from Medicare, and providers
who knowingly defraud Medicare through false statements; and</P>
<P> --Preventing providers from avoiding penalties by declaring
bankruptcy, ending the automatic eligibility for benefits of someone who
has had blood drawn at home, setting the sale price of a health care
institution at its ``net book value,'' halting providers from
``pretending to furnish partial hospitalization services'' in a home or
inpatient or residential setting, linking payments for hospice services
to the site of the service to avoid higher-cost urban settings of parent
offices, and ensuring clinics receiving benefits for rural
classification still meet the criteria.</P>
