 WASHINGTON (Reuter) - President Clinton Tuesday called for
tighter screening of health-care providers who receive Medicare
and Medicaid payments to fight fraud and abuse in the government
health care programs.
 Clinton asked Congress to pass a bill called The Medicare
and Medicaid Fraud and Abuse Prevention Act, which would help
bar unscrupulous doctors and medical firms from the government
health care programs for the elderly and poor.
 Among other things, the legislation would let Medicare and
Medicaid administrators deny anyone convicted of a felony the
right to take part in the programs and require participants to
furnish their Social Security numbers so that applicants could
be checked for past fraudulent activity.
 Clinton's initiative reflected concern about the extent to
which unlicensed doctors and others were bilking taxpayers. A
recent General Accounting Office report estimated that fraud and
abuse accounted for three percent to 10 percent of all Medicare
spending, or $6 billion to $20 billion a year.
 ``The new legislation follows on four years of focused
effort by the Clinton administration that has helped save more
than $20 billion in health care claims through policy changes,
penalties, recoveries, claims denials and settlements,'' a White
House fact sheet said.
 However, Congress acted last year to create an information
clearinghouse to try to reduce fraud in Medicare and Medicaid.
The data bank was to have been established by Jan. 1, but the
administration has not yet carried out the plan.
