Resolution independance?

Had this on the issues page, but here is more appropriate

The BitEditorStage has what looks like a few rescaling settings, but
they seem to oddly stretch different buttons etc
- Could there be a mode where the position, size etc is in a 0 to 1 or
0 to 100% mode. Allowing nice generic handling of difference screen
sizes? Maybe have both so some elements can be pixel based, but other
screen %age based
