Based on Internet browsing, I found that Deemed Universities are still fighting for their rights to offer distance learning program without DEC supervision/approval. Please find the link (this found from Internet-- not sure about content)

BITS is one of the deemed to be a University estd. vide Sec.3 of the UGC  . As per DEC guidelines, they need DEC approval for offering distance learning (please find the following)

2. Institutions that need Approval

2.2       DEIs in conventional universities established by an Act of Parliament or State Legislature/Deemed to be universities declared by the Central Government under Section 3 of the University Grants Commission Act, 1956 and Institutions of National Importance declared under an Act of Parliament

As my understanding and information collected, The expired approval of  2007-2008 is the general approval given by DEC to all universities who were running distance learning program during the setup of DEC in order to provide time for the inspections and procedures to get necessary approval of DEC.

I doubt rename of BITS DLPD (Distance learning Program) to BITS WILP (work Integrated Learning Programmes) is due to this approval issues.

But, I know that BITS degree acquired through DLPD/ WILP is more weighted and well accepted in private sector than other distance learning programs.  

Still I agree with you all to write to Dean (would be better to raise through Prof. Manjunath) to clarify our concerns.

On the same principal, University Grant Commission is formed by the act of parliament to supervise the regular students affairs and registration of Universities in India.

Similarly, Distance Education Council is formed by the act of parliament to supervise the students registered under distance learning and registration of Universities / Institutes in India offering education under distance education mode.

BITS does not include out program in the regular degree as per UGC guidelines as we all are working individuals.

Following is included in point no. 22 in the MSCM application form (page 8 of 8) which all of us must have filled up last year while applying to this program:
 
"Since every student admitted to an off-campus degree programme is treated as a full time student and as a full time employee, it is essential that the student be not enrolled for any degree or diploma programme, part time or otherwise, in any other university. "
 
If we are regarded as full time student then logically we should get a full time certificate. Also, this is a degree which is backed by an Autonomous institute of the Govt. of India.
 
Moreover, the certificate seems to have expired in 2008 itself, but, there have been many other batches subsequently. Were these batches not aware of this fact?  
 
So, I dont think we need to panic about this old notification. Even if it impacts us, then we are already half way through! So, only thing we can do now is to complete it and hope for the best!
 
I am not against writing to The Dean collectively, but am only trying to share my analysis with all of you.

This is to bring in your kind attention that I was looking at the website of Distance Education Council (www.dec.ac.in) which is a statutory body in India for recognizing the education on Distance Education platform. In the section of recognition of the website of Distance Education Council (http://www.dec.ac.in/RecognitionGuidelines.htm),  the Distance Education Council has mentioned the name of Birla Institute of Technology and Science recognition status as expired as on 31 March 2013. Also it is mentioned that the Birla Institute of Technology and Science's validity of awarding degree of M.S. Program in Consultancy Management expired in 2007-2008. Please find the files downloaded from the website of the Distance Education Council for your kind perusal.
 
Kindly respond to the status of our M.S. in Consultancy Management program. If the Distance Education Council decision stands then our degree would be valid only if our degree are considered as a regular degree by the Birla Institute of Technology and Science.

Hope they will give degree to us?
 
As per the induction programme Video conference, they treat this degree equivalent to their regular MS degree.
I think most of us are doing this for the purpose of a brand.
