Colorado law establishes speed limits for roads and highways within the state. The Colorado Department of Transportation (CDOT) and local authorities may change the speed limit for any road under their respective jurisdictions if the department or local authority determines that the speed limit established by law is greater or less than what is reasonable or safe for road or traffic conditions. Neither CDOT nor any local authority, however, may increase the speed limit above 75 miles per hour (mph) on any highway. The table below provides speed limits on Colorado roadways.

Also, current Colorado law states that a driver must move over or reduce and maintain a safe speed when overtaking an emergency, tow, or public utility vehicle. Safe speed, if conditions allow, is defined as:

Between 50 and 60 miles of roadway have been evaluated under the new process, and about two-thirds of those studies have resulted in lower speed limits. Just one has resulted in a higher speed limit. CDOT engineers started using the new method two years ago and plans to fully adopt it in 2024.

In 2022, Loveland city officials asked for another speed limit study of U.S. 287. This time, CDOT found that more crashes happened after the higher speed limits were introduced a decade ago. The 85th percentile this time had risen to 42 mph.

Another effective, if unpopular, strategy is enforcement. State law has historically tightly restricted where automated speed cameras can be used. But a new law signed in June unwound those restrictions. CDOT and the State Patrol are exploring how they might use them across the state, Lee said.

The new bill would allow municipalities to designate corridors within their boundaries where they could install speed cameras, so long as the municipality also posts permanent signs warning of their presence. The bill would also remove an existing requirement that an officer has to be present when a speed camera is in use.

That means speed cameras, which research has shown are an effective if unpopular way to slow vehicles and reduce fatal and serious injury crashes, could be used on busy, wide roads that are responsible for a disproportionate share of traffic deaths. The same automated camera systems can also be used to detect cars that run red lights or drive in bus or bike lanes.

Pursuant to section 42-1-102(58), C.R.S., the definition of Motor Vehicle includes Low Speed Electric Vehicles. They are approved for limited on-road usage by section 42-4-109.5, C.R.S. As a result, most low-speed electric vehicles are titled and registered as Tax Class C vehicles. All ownership, titling, registration requirements, taxes, and fees that apply to Tax Class C vehicles, as detailed in Title 42 of the Colorado Revised Statute, shall apply. A speed exhibition is driving a car to display its speed or power. Speed exhibitions typically involve squealing the tires, rapid swerving and weaving through traffic, and producing smoke from tire slippage.2

These same penalties apply to anyone who helped organize or facilitate the unlawful speed events, such as erecting or removing barricades, traffic control devices, obstructions, or other highway fixtures.3

Following a second conviction of speed racing or exhibition, the court may order the police to immobilize the car(s) for up to 14 days. Following a third conviction, this period can last 15 to 30 days.

(3)(a) Except as otherwise provided in subsection (4) of this section, a person shall not, for the purpose of facilitating or aiding or as an incident to any speed contest or speed exhibition upon a highway, in any manner obstruct or place a barricade or obstruction, or assist or participate in placing any such barricade or obstruction, upon a highway.

(b) A person who violates any provision of this subsection (3) commits, pursuant to section 42-4-1703, the offense that the person aided in or facilitated the commission of. Nothing in this subsection (3) shall be construed to preclude charging a person under section 42-4-1703 for otherwise being a party to the crime of engaging in a speed contest or engaging in a speed exhibition.

Photo radar is an automated camera system used to enforce speed limits. It includes the camera, an attached radar beam and a display that shows the speed of each passing vehicle. When a speeding vehicle is detected, the photo radar system takes a picture of the driver and the license plate. The registered owner of the vehicle then receives a citation in the mail. The City of Denver began installing reduced speed limit signs on neighborhood streets on Tuesday. The Denver City Council approved an ordinance change that reduces the speed limit on local streets citywide from 25 mph to 20 mph.
