That approach should work, yes. So long as the 3000 short URLs you request per month are not all requested at once, you shouldn't encounter any rate limiting issues.

I'd like different users of my application to be able to track clicks separately, even if they are for the same long url.

 

I am not a high volume user though. I wouldn't expect to be saving more than 3000 short urls per month.
