Sorry, but I see examples only with api key.
For example: http://api.bit.ly/v3/shorten?uri=http%3A%2F%2Fbetaworks.com%2F&format=txt
returns MISSING_ARG_APIKEY

returns the bitly code page ;(

and also consult the examples listed for /v3/shorten for the correct
format.

you need to pass along your bit.ly login and apiKey to make a shorten request.
