for now i will try to remedy the present situation with this older laptop ... i will keep looking for programs that i am 100 percent sure i know what they are(like things i installed myself over the years) and remove them and see if that resolves the possibility of a software conflict . i wont touch anything if i dont recognize its name or if it looks like its system related...fingers crossed little by little chip away at it and see if things get better :)
Scheduled for release in 2025, the next chip, Laguna and branded as Tensor G5 will be manufactured using TSMC's advanced 3 nm process. It will offer improved power efficiency and reduced thickness for performance. The company is also working with Apple on the 3nm process to develop the next A17 Bionic chip.
While Google will continue to work with Samsung to design and manufacture 2024's Tensor chip, it will gradually replace various Samsung components in each generation. Key components that will be replaced include communications, audio, image, and graphics.
Also, there have been reports of several canceled Tensor chips over the past two years, coinciding with rumors of a Tensor-powered Pixelbook that may have been scrapped last year. A former Google chip executive with direct knowledge of the project pointed to challenges in coordinating work between the US and India, where most Tensor silicon engineers are based.

I think it comes down to RAM. 7 tends to not do as well at 2GB of RAM and below as XP does (though 7 certainly does perform well enough). So at that point I give the edge to XP. But if you have enough RAM, I think windows 7 would do as well XP, even on the Atom chip.
Everyone that uses computer chips (that that's just about everybody) is struggling with a shortage of the devices. The most obvious problem areas are auto manufacturing, in part because of errors by the manufacturers, but computer makers are also having problems. So why not phones?
Reuters says chip shortages are affecting the production of smart phones. The problems seem to be primarily with mid-range and starter phones, but now the manufacturers' "flagship" devices could be affected, too.
