Does bitcoinj currently support Bech32m encoding/decoding? Is the SegwitAddress able to parse bech32m encoded (P2TR) addresses?

Yes, you can send to P2TR (Bech23m) addresses. The encoder is also in
place already afaicr. Just the wallet can't receive to P2TR yet.
