bitcoinj 0.17

I'm pleased to announce the release of bitcoinj 0.17! This release
represents about 39 months of work by many contributors: thanks to you all!

The main theme of this release are Modularization and Reducing
Dependencies! There are also lots of smaller enhancements like support
for Signet, newer JDKs and a reproducible build.

Some outdated features have been removed, some have been deprecated or
renamed.

For a thorough list of changes, have a look at the release notes [1] and
the git log [2].

The v0.17 release tag is signed with my's GPG key [3]. The pre-built
jars can be fetched from the Maven Central repository [4]. Those
artifacts are signed with my key as well.
