bitcoinj 0.16

I'm pleased to announce the release of bitcoinj 0.16! This release
represents about 31 months of work by many contributors: thanks to you all!

The main theme of this release is Taproot, specifically sending to
Bech32m/P2TR addresses! There are also lots of smaller enhancements like
support for addrv2 messages (including v3 onion services), feefilter
messages and satoshi denomination support in MonetaryFormat.

Some outdated features have been removed, like the old micropayment
channels and alert messages.

For a thorough list of changes, have a look at the release notes [1]
and the git log [2].

The v0.16 release tag is signed with my's GPG key [3]. The pre-built
jars can be fetched from Maven central [4,5]. Those artifacts are signed
with my key as well.
