How do we measure literacy?

I am not sure yet. As for a literacy rate in Brazil, according to
"The World Factbook 92.", it is 81%. So it was much higher than you
thought.

I think Alfredo is right - it depends on the definition of literacy used.
How is "The World Factbook" defining literacy?

Good point! I do not have information on how "The World factbook
92." determines literacy. I got this file at University of Maryland
Gopher. I know I can get a hardcopy in libraries at our school.
At any rate, depending how we define "literacy," it can be 100%
or even 50%. All right! How come I did not get this simple answer
by my self? :-(
Then when we see 'nation' as a unit of analysis, we have to be
very precise what literacy is measuring. It seems like "literacy
rate" is not a good variable to measure nation's development.
