I've tried Control Panel but there is no option to change it. I also called
the Microsoft helpdesk, they say there is no way to change ...
I am using a ET4000 videocard with the march '93 drivers.

The cursor is the reverse of the window color. I get this behavior
when instead of using the "bright white" for the background color of
my windows, I use the "soft paper white" which is missing some blue
and green. For this color the reverse is the blue you are seeing
instead of the black which would be the reverse of bright white. Just
go into the control panel color editor and change the window
background color to bright white, or select a color scheme which uses
the bright white background. Emerald City is one on my machine that
does.
