SYSMAINT and MAINT and the V 123 disk

Why  does SYSMAINT have the directory entry:
  LINK MAINT 123 123  MR

Wouldn't "RR" suffice? This seems to have the side effect of not being able to run DIRECTXA if SYSMAINT logs on before MAINT:
  directxa user
  z/VM USER DIRECTORY CREATION PROGRAM - VERSION 5 RELEASE 1.0
  HCPDIR788E PERMANENT I/O ERROR 0123
  EOJ DIRECTORY NOT UPDATED

Just curious - seems like a bit of an anomoly, but I'd guess there's a good reason for it.

Change it to RR and also change MAINT's mdisk to RR.
Then whomever is loading the directory (no DIRMAINT or other directory
manager?) can do the MR link, as needed and change it back. With the RR
link its harder to accidentally break something.
