If no one has answered this so far,
I know a way to do things on Infoman from JCL. As Infoman is a customizable
product, the procedure might change from installation to installation.
First of all, you need to have your PROFILE/CLASS set in infoman for batch.
This is done by a member called BLG0PROF in your userid/prefix.ISPF.ISPPROF.
I am not sure whether this member name is installation dependant (hope not).
You can copy this datasetb(to use it in your JCL) and change BLG0PROF for
your default class.
Then try the JCL,
STEP1 EXEC PGM=IKJEFT01
CONTROL DD DSN=your.control.dsn
ISPPROF DD DSN=updated.profile
ISPPLIB DD
ISPLLIB DD
ISPTLIB DD
ISPMLIB DD
ISPLOG DD SYSOUT=*

It might sound too much work but pretty useful in creating records using
batch function.
After IN 4 and 1 are otpions used in IN screen (in my infoman it is to
select class). You can concatenate several commands like that for your
installation and can do whatever you want with infoman from batch).

Don't take that bet. It is possible to write "response chains" but
there's nothing that you or I would call an API. It has always been
my understanding that InfoMan was deliberately made difficult to work
with from external routines... for reasons which escape me. Even the
panels are stored (encrypted) in VSAM files.

Try looking up the started task InfoServ. With Jai's answer you cannot put
information into description, status, or resolution text.
Infoserv has a table of variables that you can use to put information in
any fields regardless of the customized panels.
We currently have batch jobs that run and format a file if any errors
exist, then using Rexx I write some Infoserv wrapper information and pass
it to ESP. ESP systems can talk to each other, and also to Infoserv. It
works great (about 25 records opened automatically everyday).

The last time I "played" extensively with this was 15 years ago, so
take what I say with a grain of salt! :-)
I used to write SRCs, had my own modified panels, etc. Worked like a
charm! But I will concede that it took a bit of learning to get as far
as I did with it.
IIRC, there is a company (CONSUL maybe?) that offered software to
front-end INFOMAN. But it's been too long...hope INFOMAN is not still
on my resume! <grin>

I was on a contract with some folks who screen scraped infoman panels for a
gui interface. Ugly but it worked and let them integrate things a bit with
other tools they used ... same look and feel and some sharing of information
across platforms. Not the native api you are looking for ....

But the example given with info being passed on a command line won't
allow complete population of a new record with symptoms etc and free
format text (how would you handle arbitrary levels of embedded ampersands
and quotes?), and I'm sure that that *is* possible.
