How is PLANGUAGE Set?

IKJ55365I THE MVS MESSAGE SERVICE RETURN CODE WAS X'0000000C' AND THE REASON CODE WAS X'00000017'.
I am trying to figure out how the TSO Profile entry for PLANGUAGE got set to J? They do not know the TSO PROF command.
Is this somehow set or maintained in a TSO Segment in a SAF?

The PROFILE under TSO is not kept in protected storage and can easily be
modified. Or PROFILE PLANG()

AT LOGOFF, the UPT is saved in TUPT in the TSO segment.
