It just like "DISPLAY TO CONSOLE" & "ACCEPT FROM CONSOLE" statments in COBOL, But I don't know how to achieve it in REXX.
my REXX exec will be invoked by IRXJCL or IJKEFT01 program.

Here is how his L_WTO function works:
L_WTO.
Write to operator. WTO/WTOR
L_WTO("MSG"=,"R|B"!=,"S"!)
MSG max 122 chars.
"R" reply required.
"B" 'Bold' wto. (Wto with descriptor code 12, White-non rollable)
"S" Supervisor State. Suppress "+" in WTO text.
Return = 1 - OK
Message identification number - For "Bold" wtos.
Reply Information (up to 118) - For "Replys" wtos.(WTORs)

It is a ZIP file and comes with no warranties. I found his example files
