Toolbook or not(as test creator tool)

Y'all...

I am looking for a tool that can create tests/exams for students. I want
to have a collection of questions and then be able to create a test with X
number of questions, shared between Y number from Topic A, Z number from
Topic B and so on. I have used toolbook for many years, but never actually
used the quiz facilities. I am pretty sure this is doable in TB, but am I
better off finding a piece of software specifically meant for creating
tests and questionbanks?

If doing it in TB, where should I put my questionbank? I have no database-
skills at all, but maybe I could use Excel and import from there? In total
we probably won't have more than 200-400 questions...

You could create all your questions on a single ToolBook file and then use
Peter Jackson's quiz randomizer to select a number of questions from each
"topic".

Hi Tom,

We just purchased the quiz generator from Platte Canyon and I love it.
You can add graphics and there are several question types. It allows
questions to have one or more topics associated with them and you can
build the test by choosing 4 questions from on topic and 2 questions
from another, it will then randomize the questions and answers if you
choose. And...if you have any trouble, Jeff Rhodes is awesome for
technical help.

Hi Anders,

This sounds like a real good fit for our Exam Engine product. It has its own
editor for adding and maintaining your question database. In addition to
sending your question results back to your LMS via SCORM, it can write the
results in a useful format to a web-based database, against which you can
run your own reports or use our Exam Engine Reporter tool:
