Actually the tree that bends and doesn't break is more flexible.
Strength can be measured in sheer force required to break, or
rigidity. For example when you use the tree in its proper form
(lumber) as a leverage arm, the stiff piece of lumber can lift more.

As said before, be careful with pithy sayings that lack the essential
meaning. :-)
