Design of Experiments for Industrial Electronics problem

To the forum:

I am posting this message on behalf of someone I work with who has been
assigned to work on a Design of Experiments. Is there anyone out there who
has both Design of Experiments and some knowledge of Industrial-type
electronics who can respond to this individual? Basically, he has an idea of
what to do but is having some problems coming up with adequate response
variables as well as needing some better ideas of what factors to manipulate.
He said something about a "full factorial" experiment.
