In this its sixth issue, MERIA Journal deals with a variety of
topics. Robert Freedman presents a comprehensive survey of Russia's
resurgence in the region. Eyal Zisser gives a rare, detailed look
into Syrian decisionmaking. Twenty years after the start of Iran's
revolution, Emmanuel Sivan and Barry Rubin provide complementary
analyses on the Islamic movements' status and future. An essay by
Naomi Weinberger reconsiders the consistencies and contrasts
between two critical historic moments for Israelis and
Palestinians. As part of MERIA's ongoing interest in Middle East-

The Israel Women's Network Center for Resources and Policy
Research announces a research fellowship of 10,000 shekels [about
$2,800] to be granted to a Palestinian Israeli woman doing research
for the MA or Phd on topics related to work and employment of
Palestinian Israeli women in Israel. Candidates should send an
abstract including the name of their academic institution, the name
of their research advisor, the research plan, its possible policy
implications, the present stage of the research and the date of its

International Institute for Political and Economic Studies
(IIPES), a two-week summer institute in Athens and Olympia, Greece
for students from the Middle East, the Balkans and the US. It is

Mark D. Mandeles, Thomas C. Hone, and Sanford S. Terry,
Managing "Command and Control" in the Persian Gulf War (Westport,
Connecticut: Praeger, 1996). During the Gulf War, the U.S. Air
Force built a very complicated organization to control large
numbers of air sorties. Officers at each level of the organization
believed they were able to manage the chaos of war. Yet, when their
separate activities are pieced together it appears that no one
understood what was happening or how well the air campaign was
proceeding. There was little appreciation of the implications of
complex organizations for military command and control. Against a =

smarter and more aggressive foe, the system may well have failed.
