NJE has a lot of options.
Is the other end of the connection JES2, JES3, VM, Power, OS/400, other,
non-IBM, etc?
Is the connection between the two VTAM or IP? (or CTC?)
If you are using IP, will you be using Enterprise Extender or native NJE
over IP?
What are you going to do about security and encryption?
Do you have control of both ends of the connection?
Is the other end already using NJE? (They may have naming
conventions/requirements.)
If you are starting from scratch it would be nice if everyone agreed on
common node numbers across the network. This is not required, since the
node names are what get passed back and forth, but using common numbers
helps to remove a potential point of confusion when talking with someone on
the other end.
If you are doing NJE over IP, there were a couple of sessions at the August
1999 SHARE in Denver, CO, that are worth looking at:

which steps you through the process. Just skip over the JES3 parts if you
are JES2 only.
Most of the planning is the same with VTAM or IP networking.
If you are using VTAM the lines are SNA instead of IP,
you use LOGONn instead of NETSERVn,
and you use APPLID(cccc) instead of SOCKET(cccc).
The big picture is pretty much the same.
