Maybe, but still it is a fact that foreign IT-firms to a noteworthy degree
are part of new experimental regional information infrastructure projects in
Japan (a somewhat deregulated area). One quick example :
NTT & Silicon Graphics Inc. in joint multimedia field-tests in Urayasu.
