ISPF interface for DFSMSrmm (repost)

We are in the process of setting up a Z/OS 1.3 system. Logon
allocations for getting into ISPF vary according the userid prefix. Our
systems programmer can get into the ISPF interface for
DFSMSrmm. However when different userid, that has a different prefix,
logs on and attempts to enter rmm, the following is received. I am at a
lost as to why for one group of users, the ispf interface for RMM works but
does not work for other users.
Any suggestions?

The Keylist must be found in the ISPTLIB concatenation. I suspect the users
who fail are missing a dataset in the ISPTLIB concatenation

Are they all using the same ISPTLIB? That is where a keylist is stored,
IIRC.

bingo. I found the missing members including EDGKEYS in a wrong
library. This wrong library is allocated to some users, which allowed
those users to enter RMM/ISPF but not other users who did not have the
wrong library allocated.
