A ISPF user attemps to submit a job and ISPF produces

ISPF system data set allocation error - press Enter to continue.
Temporary control card data set cannot be allocated.
DAIR RC = 12 dec, DARC = 021C hex.

Any guesses?

My guess:

This occassionally happens to us at DR when we don't have any volumes in
the TEST storage group where ISPF can allocate the dataset. Perhaps the
ACS routine is assigning the wrong Storage Class to the user? Or all
volumes in that storage group are DISNEW (Disable New allocations). Or,
if you don't use SMS, there are no STORAGE volumes mounted in the DASD
Esoteric specified in the user's UNIT parameter in his RACF TSO segment.

Another quick way to find "DAIR" SVC 99 codes, right in ISPF:

From main ISPF menu, press PF1 [HELP]
Select A - Appendices
Select A - Appendix A

This presents the not-too-useful DAIR return codes.

Press Enter one or two times until you see a display that looks like this:

Group of DARC codes presented
------------------------------------------------
0 0000 - 00FC Information reason codes
1 0100 - 01FC
2 0200 - 02FC Unavailable system resources
3 0300 - 03FC Parameter list not valid
4 0400 - 04FC Environment error
5 0500 - 05FC
7 1700 - 77FC Error from system macro instruction

Choose the number next to the range that you're looking for. In this case, that would be:
2 0200 - 02FC Unavailable system resources
And the answer is.....

021C INCORRECT UNIT NAME SUPPLIED.

Looks like ISPF is trying to create a control card dataset for something like SUPERC or LISTCAT. It will use an module which is issuing an SVC 99 (Dynalloc) to create the dataset, and SMS is pointing it to a volume that is either invalid or full or in a locked state due to a backup of some kind.

Actually, the user was simply trying to submit file of jcl. We are
not running SMS here.
We are looking into the UNIT value of the TSO userid definition in
Top Secret. This user has the same definition for unit that others
have: SYSDA.

I just received word from our data security team, who maintains Top
Secret and TSO userids, that the userid in question did not have a
TSOUNIT. Why it suddenly became a problem is not known. However we
just went to zOS 1.8 in August, though i really doubt it had an effect.

Well case is closed. A TSOUNIT was defined and the user was able to
submit jobs.

More information needed. Is it only this one user (are other users
working)? If so... probably is a setup problem (TSO default unit
in RACF or UADS if still using UADS). Otherwise it could be a
space problem, SMS problem, no storage volume mounted etc...
