Is this an ISPF error panel with a box around it? There should be an
error message number in the upper left of the box. What is it?

If it is getting a DAIR 21C

Then that means
021C INCORRECT UNIT NAME SUPPLIED.

So is the volume the user is trying to allocate to in the correct ESOTERIC group?

I would also see if someone in the group of that user having problems is also submitting jobs. If they are, then I would look to see what volume their temp files go to and see what is different.

It is possible that the user doing the submit is using a really old file. Have you deleted all of their SPFTEMP.CNTL files and see what happens?

If you have the user enter ISPVCALL and then do the submit. Then when the error message occures, have them issue ISPVCALL again.

You should be able to see the following in the trace dataset

New,Keep WORK0B ISP13474 LK41591.SPG7.SPFTEMP0.CNTL
.......
>CMD SUBMIT 'LK41591.SPG7.SPFTEMP0.CNTL'

You may be able to see more messages on spool for the userid. From SDSF, I
use subcommands ST, then INPUT ON, then line command S to review all the
messages.
