An MVS TCP/IP FTP server returning code 99000

I am FTPing to an MVS TCP/IP host and trying to get a file. I keep getting
a rc of 99000 from FTP meaning 2 things: 'unknown error occurred' followed by
'Server not responding, closing connection.' This error occurs at various
stages of the download; not at the same 'bytes transferred' each time.

Any clues as to what might be causing this problem?

From where? a TSO session? If so, it may be that your TSO
address was swapped out during a "long" FTP causing your
address space/FTP client not to interact "properly" with
the Server.

Possibly the reverse is true: your FTP Server Started task
might not be getting enough service from MVS.
