MIGRATE FAILED. RC=0045, REAS=0092

Hallo To All Members

I am trying to migrate a gdg dsn which has been newly created.  However I get the error message :

RC1001I Z8002D.HSM.JRNL.BKUP.G0001V00 MIGRATE FAILED, RC=0045, REAS=0092 
ARC1245I DATA SET NOT ELIGIBLE FOR MIGRATION    

I cannot figure it out.  Here is the MANAGEMENT CLASS :

I verified the MC of the dsn and it is set to BKUPMT11.
                               
Is it because I have the  # GDG Elements on Primary is  blank.  The explanation is not very clear as to where the problem could be.

Could someone spot the problem.

of a GDG to keep on primary storage. Generations that go over the limit
become eligible for migration during the next run of automatic primary space
management independent of the PRIMARY DAYS NON-USAGE. The most
recent generations are eligible for migration only if they satisfy the PRIMARY

You might need to take a backup first.
Issue a HBACKDS to create a backup.
Issue a HMIG to migrate.

Thanks to all who responded.  According to REAS=0092 it could be because of an exit which may be applied.
 
 Just to clarify Mike' question, the dsn was backed up before I issued the migrate command.

Then, it is likely your exit. Why did it deny your migrate request?

I am trying to find out why the exit is in place.  I have asked our MVS group who apply the exits.
