Registered students ... clarification ... re-send

I only received a few answers on the following question ... and they were
'I'd be interested in an answer also' so I thought i'd try again. We want
to be in compliance with the terms of our agreement, but it's NOT going to be
positive PR for DEC if I have to shut down accounts for continuing students
who have to work summers to pay for fall and winter semesters!

It seems to me that if the *institution* considers students who have
registered for a future term to be students to the extent that they're
allowed to use campus facilities (computer systems, libraries, etc.),
then they *should* be eligible to use CSLG Licenses. (Our campus is
in the process of changing our policy for use of computer systems by
students whose intention to continue in the fall, spring, etc. has
been indicated by advance registration so that their userids., etc.
will continue. Under that policy, they'll presumably be using CSLG-
licensed software.)

Since we don't have classes during the summer, we don't worry about access
during the summer. I check at the beginning of each semester to see who is
registered and who isn't and delete or disable the accounts of those who aren't.

Throughout the ESL program DEC has been pretty good about enforcing the
"intent" of the rules rather than the letter. In this case I believe that the
intent is to prevent those who are no longer associated with an educational
institution to have the benefits of the ESL program. Thus, those who take a
semester off (especially summer) but intend to continue with the next semester
should be allowed on.

Again, this is only an opinion. You should get an opinion from DEC for the
"official" answer.
