If you want something that will largely work out of the box, I recommend
Gallery: http://gallery.menalto.com/

If you want something that will grow and expand to meet (as yet) unforeseen
needs, I recommend Drupal: http:drupal.org

The setup with Drupal will require more time on the front end, but will be more
flexible and extensible for the life of the site.
