Worldwide Positioning, Navigation, and Timing System
Capstone Requirements Document (CRD) to address
the near, mid, and far term modernization of the GPS. The
CRD is an over-arching document that will identify performance-based,
operational requirements" that address military and civil navigation,
positioning, and timing needs for GPS or future space-based
navigation systems. The Air Force requested DOT to coordinate
the civil sector CRD input.

5 - SOURCES SOUGHT TO ACQUIRE EHF LDR/MDR SATCOM SYSTEMS
FOR OPERATIONS SHIPBOAR AND AT SHORE TERMINALS
Space and Naval Warfare Systems Command
The Space and Naval Warfare Systems Command (SPAWAR)
seeks sources for and is planning to acquire EHF LDR/MDR SATCOM

The Defense Advanced Research Projects Agency (DARPA) is
soliciting proposals for the development and demonstration of
revolutionary pathogen countermeasures, which will be a key
component of DARPA's overarching goal to remove the threat
of biological weapons as a factor in the planning and conduct of
US military operations. While no defense may stop a determined
adversary from unleashing biological weapons, a sufficiently robust
array of pathogen defenses and countermeasures deterrents in their
own right will reduce the probable damage that would result from
biological weapons use in a particular operation.

and bar-code tracking system; and prepare equipment upgrade
plans for Government approval. Teledyne Brown Engineering has
performed this effort since the inception of the MDDC, and
currently under Contract DASG60-92-C-0036 which ends in April
1997. This acquisition will provide for continued operation
of the MDDC while a competitive acquisition is processed and
will provide transition support as necessary for any new source(s)
which may emerge from the competition of this effort. This
sole source action will provide approximately 64,000 person
hours of support over a period of twelve (12) months. Due to
its unique background and experience with the MDDC, TBE is
the only known source that can provide these required services
for the interim period until a competitive contract can be

to award a dedicated contract vehicle for Advanced Optics and
Microelectronics Technology. Following is a summary description
of the requirement: This effort requires the contractor to
evaluate, develop, simulate, test, fabricate, and demonstrate
advanced Optics/Microelectronics technologies for system applications
that have present or future requirements with regard to operating
in a radiation environment, regardless of radiation level.
Demonstrated areas of understanding should include natural
space and manmade radiation environments where neutron and
proton effects, ionizing total dose, dose rate, gamma and gamma
dot, x-ray, single event effects, rail-span collapse, and charged
particle ionization degradation, but not be limited to past
discovered radiation phenomena, could influence from the range
of subsystem to part level optics/microelectonics. Optics/
Microelectronics designed, simulated, fabricated, tested parametrically,
and/or evaluated under this contract will offer highly enhanced
operational and physical features to include operation with
regard to, but not be limited to, digital, linear, power conditioning,
nonvolatility, high temperature and/or cryogenic temperature
conditioning given overall demand to operate in a radiation
environment. For the hardware developed under this contract,
the contractor must have access to a fabrication facility and
qualified technical personnel capable of operating complex
instrumentation. Capability must exist for developing and implementing
digital, linear, nonvolatile, mixed signal, and optical component
radiation hardened design rules, libraries, and macro cells.
Further capability is needed to produce prototype microelectronic
chips/devices/test structures with fabrication processes that
meet the radiation requirements of various programs. The contractor
must have a knowledge base of current radiation testing facilities
and test plans that are used for, but not limited to, Dose
Rate, Total Dose, and Single Event Upset testing. The contractor
must also demonstrate knowledge and understanding, with possibility
to prototype, state-of-the-art semiconductor component technologies
such as high temperature electronics, cryogenic electronics,
silicon-on-insulator, ferroelectric, silicon carbide, diamond,
and packaging given a radiation environment. Technical and
program management personnel will be required to rapidly respond
to technical directives and local coordination/interaction
with Program Executive Office Missile Defense project offices.
The contractor must have demonstrated on time, in budget performance
on complex radiation optics/electronics technology programs.
A demonstrated knowledge of and working relationships with
both contractor and government radiation hardened electronics
companies/agencies is needed. This sources sought announcement
is not a solicitation for proposals; however, any firm competent
to perform the effort described above should submit their written
qualification statements to CSSD-CM-CK, Melissa Webb, at the
address above, within fifteen (15) calendar days from the date
of publication of this notice. Qualification statements shall
reference DASG60-97-0029 and shall not exceed five (5) pages.

DESC: This is an update to SPAWAR Synopsis 63 posted 16 August
1996. The Space and Naval Warfare Systems Command (SPAWAR)
seeks sources for and is planning to acquire EHF LDR/MDR SATCOM
systems for operations shipboard and at shore stations worldwide.
These systems will complete the installation requirements for
EHF SATCOM not fulfilled by the systems currently under contract.
These new systems must provide all the functionality of the
existing systems including planned improvements and interfaces.
SPAWAR intends to competitively award two fixed priced with
award fee contracts. Each contract shall provide a model that
will be tested and evaluated for down-selection to a production
phase, which will have firm fixed price options. The production
phase will provide approximately 115 systems over five years.
An update to the 16 August 96 SPAWAR BBS posting on the subject
procurement including draft technical information (specification,
statement of work, and contract data deliverable requirements)
and draft contract should be posted to the SPAWAR BBS commencing
on or about 2 April 1997. Closing date: Written comment will
be required by 6 May 1997. Additional information will be made
available via a Government reading room. Further details, when
firm, on the reading room will be placed on the SPAWAR BBS.
SPAWAR expects to issue the formal RFP in May 1997, with proposals
due 45 days after RFP release. Intended contract award to two
recipients, is targeted for the quarter ending 31 December
1997. First deliveries of systems from both contracts are desired
within ten months of award to begin the testing for down-selection
to one contractor. After proper testing and evaluation, the
second phase (production phase) will be awarded to one contractor
and production units will be desired within 18 months of award
of that phase. Since Small Business (SB), Small Disadvantaged
Business (SDB), and 8(a), firms are a major concern of SPAWAR,
all respondents should indicate their status as a SB, SDB,
or 8(a), or the extent to which they could include SB/SDB or
8(a) as a significant part of a resultant procurement. The
Standard Industrial Classification (SIC) Code is 3669. Potential
offerors must possess a SECRET facility clearance at time of
award. U.S. Companies Only (NOFORN). SPAWAR intends to use
its electronic bulletin board system (BBS) for pre-solicitation
information and for the issuance of any resultant request for
proposals (RFP). Interested firms may download information
concerning the EHF LDR/MDR SATCOM systems from the SPAWAR Bulletin
Board commencing on or about 2 April 1997. The SPAWAR electronic
bulletin board may be accessed from personal computers (PC)
or Macintosh (MAC) computers via the Internet at
http://raven.spawar.navy.mil.
The file will be compressed by the shareware program, pkzip.EXE.

Transmission Equipment consisting of, but not limited to, the
following: Lightweight, mountable 8mm or VHS-C video recorder
compatible with current cockpit recorder equipment and procedures
in an AH-64 helicopter. An image scanner and converter capable
of capturing multiple 640X480 gunsight images and compressing
the images, a transmitter/receiver capable of transmitting
captured images via tactical FM and SATCOM radio to ground
station and receiving images from ground stations and other
helicopters. A windows- based ground station computer capable
of receiving transmitted images over tactical FM and SATCOM
radio, viewing the images, editing the images, printing the
images, converting the images among standard image formats,
and transmitting images to other ground stations and helicopters.
The ground station must also be MSE compatible. The applicable
SIC is 4899 and size standard is $11 Million. Information as

DESC: This announcement will serve as notice that the Air Force
Phillips Laboratory, Lasers and Imaging Directorate, Kirtland
AFB, New Mexico intends to contract for the development of
an optical system for imaging satellites in geostationary (GEO)
orbit. The images shall be of sufficient quality to determine
size, orientation, and identify the satellite. The fore-running
candidate imaging technique for this system is Fourier Telescopy,
but other innovative approaches will be considered. The system
is to be ground-based unless sufficient evidence can be presented
that shows another basing option is both advantageous and within
budget constraints. The contractor will initially design and
conduct tests using the Active Imaging Testbed (AIT) system
to evaluate various candidate imaging concepts and algorithms.
Based on the results of these initial evaluations, the contractor
will develop and implement the best approaches, making maximum
use of the existing AIT hardware. The contractor will conduct
field experiments to evaluate the scalability and performance
of the selected imaging techniques and to demonstrate proof-of-principle
imaging of GEO satellites. The contractual effort is an approximately
four year period of performance under a Cost Plus Award Fee
(Completion) arrangement. The highest classification level
for work done under this contract will be SECRET. Security
clearances will be required. Foreign firms are advised they
will not be allowed to participate. Access to Export-Controlled
Data may be required on this effort (see 10 U.S.C. 140 (C)).
Offerors must be currently certified and registered by the
Defense Logistics Services Center (DLSC), Battle Creek, Michigan
49016-3412 (1-800-352-3572) in order to be considered a responsible
contractor under this acquisition and to receive export-controlled
technical data. Dissemination of export-controlled information
must be according to the provisions of DoD Directives 5230.24
and 5230.25 and AFR 80-34. Release of the formal RFP will occur

DESC: 17. The Air Force Phillips Laboratory is interested in
performing R&D analysis, planning, development and experimental
investigation of current and future threats and threat mitigation
to space systems and subsystems (SEE DESCRIPTION OF EFFORT

DESC: 17. SOURCES SOUGHT SYNOPSIS: This Synopsis is related
to a previous notice published on 26 SEP 96, Number MNK-96-051.
The previous notice announced a presolicitation conference
for effort that was contemplated to be solicited as a Program
Research and Development Announcement (PRDA) for an R&D effort.
Sources are now sought to provide Advisory and Assistance Services
(A&AS) in the area of Warhead Payload Development. Respondents
must provide a unique set of technical capabilities to support
design, experimentation, and development in the areas of Advanced
Munitions Development, Neutralization Technologies, and Terminal
Ballistics. Prospective sources must submit information about
their ability to provide highly qualified scientists and engineers
in support each of these areas as described below: a.) Advanced
Munitions Development: Postulating and exploring advanced non-nuclear
warhead concepts that employ lethal mechanisms outside the
exclusive realm of explosives and moving metal. This development
program is specifically intended to exploit pulsed electrical
energy. It focuses on the design and analysis of experiments
to validate critical unknowns and address the specific technical
issues that are pivotal to individual concepts. This includes
the continuing development of unique software simulation and
experimental analysis codes; envisioning the embodiment and
utility of future weapons, and planning efficient experimental
development routes to prove the value of the most attractive,
advanced concepts. b.) Neutralization Technologies: devising,
reviewing, and evaluating lethality mechanisms for the destruction
of chemical and biological agents, concepts for the denial
of access to chemical and biological weapons, and concepts
for the disruption of production and storage facilities and
delivery systems, investigating the issues associated with
the production and implementation of agent defeat concepts,
developing physical models and analysis tools to assess concept
effectiveness, determining test requirements and participating
in test planning, conducting critical experiments, and analyzing
experimental data. c.) Terminal Ballistics: analysis and numerical
modeling of warhead penetration and impact behavior; instrumentation
and data collection; design of terminal ballistic experiments
including behind-target debris collection and characterization.

draft Statement-of-Work for this effort is being prepared and
will be accessible for viewing and comment on the Eglin AFB

Advanced Research Projects Agency (DARPA) is soliciting proposals
for the development and demonstration of revolutionary pathogen
countermeasures, which will be a key component of DARPA's overarching
goal to remove the threat of biological weapons as a factor
in the planning and conduct of US military operations. While
no defense may stop a determined adversary from unleashing
biological weapons, a sufficiently robust array of pathogen
defenses and countermeasures deterrents in their own right
will reduce the probable damage that would result from biological
weapons use in a particular operation. It is DARPA's intent
to emphasize development of those pathogen countermeasures
that will have the greatest impact on the protection of uniformed
warfighters and the defense personnel who support them during
military operations. All aspects of the DARPA program are for
defensive purposes only. This BAA pertains only to the Pathogen
Countermeasures Program and excludes environmental detection,
environmental modeling and simulation, microfluidics, medical
diagnostics and medical informatics. PROGRAM OBJECTIVES AND
DESCRIPTION: The most sinister offensive biological warfare
scenario employs surprise, immediate proximity, and rapidly
lethal, persistent agents in overwhelming quantities. Under
these circumstances, real-time sensing, donning of physical
protection, and conventional non-medical countermeasures are
only marginally effective. An effective operational defense
ideally requires instantly available or emplaced countermeasures
that can defeat biological threats as they enter the body and
before they reach and attack target cells and tissues. The
focus of this solicitation is the development of revolutionary,
broad spectrum, medical countermeasures against significantly
pathogenic micro-organisms and/or their pathogenic products.
Protective measures should be able to eliminate biological
threats, whether from natural sources or modified through bio-engineering
or other manipulation. Protective measures should also have
the potential to protect both within the body and at the most
common portals of entry (e.g., inhalation, ingestion, trans-cutaneous).
DARPA is not interested in protective measures against single
biological threats or single pathogenic products. DARPA seeks
proposals that represent the highest potential for revolutionary
breakthroughs in biotechnology for this application, while
recognizing that such opportunities often carry high risks.
Funded research projects will be strongly grounded in scientific
and medical principles, yet revolutionary and forward thinking
in scope and promise. Specific areas of interest include, but
are not limited to: 1. Strategies to broadly defeat a pathogen's
ability to a) enter the body b) traverse the bloodstream or
lymphatics and c) enter target tissues 2. Identification of
novel pathogen vulnerabilities based upon fundamental, critical
molecular mechanisms of survival or pathogenesis (e.g., Type
III secretion, cellular energetics, virulence modulation).
3. Unique, robust vehicles for the delivery of countermeasures
into or within the body. 4. Modulation of the advantageous
and/or deleterious aspects of the immune response to significantly
pathogenic micro-organisms and/or their pathogenic products
in the body. DARPA is planning a $30 million program associated
with this BAA, FY 98 through FY 00, to advance pathogen countermeasure
technology. Proposals may be made for 1-3 years of funding.
Several parallel research and development projects are likely
to be conducted. DARPA anticipates releasing additional BAAs
in Unconventional Pathogen Countermeasures as funding is made
available. PRE-PROPOSAL: Proposers having the technical and
management capabilities, facilities, and experience necessary
to conduct all or portions of this program are invited to submit
a brief pre-proposal describing their technical approach (including
any preliminary data), major technical challenges, participants,
principal research topics and milestones, and approximate funding
level versus time. Teaming is encouraged, if appropriate, but
not a requirement for a successful selection. Submission of
a pre-proposal before the proposal is strongly encouraged.
DARPA will encourage the bidders with the most promising pre-proposals
to submit complete Technical and Cost proposals for full evaluation.
This initial screening is intended to save bidders the time
and expense of developing a detailed proposal that has little
chance for award. DARPA will not provide a de-brief of pre-proposals.
FORMAT AND INFORMATION: Proposers should obtain the Proposer
Information Pamphlet BAA 97-23, Pathogen Countermeasures. This
document provides details of the pre- proposal format (margins
- 1 inch minimum, double-spacing, font - no smaller than 12

for award any, all or none of the proposals received in response
to this announcement. Proposals identified for funding may
result in a contract, grant, cooperative agreement, or other
transaction agreement, depending on the nature of the work
proposed, the required degree of interaction among parties,
and other factors. All responsible sources capable of satisfying
the Government's needs may submit pre-proposals and proposals.
No portion of this BAA will be set aside for Historically Black
College and University (HBCU) and Minority Institution (MI)
participation because of the impracticality of reserving discrete
or severable areas of development for exclusive competition
among these entities. These entities are encouraged to apply.
EVALUATION CRITERIA: All pre-proposals and proposals will be
opened and processed for administrative and logistic purposes
by NISE East which is a Dept. of Navy government activity.
Relevant NISE East personnel and NISE East contractor support
personnel will have signed and will have on file with DARPA
and NISE East appropriate non-disclosure and conflict of interest
certifications before handling either pre-proposals or proposals.
Pre-Proposals and proposals will be evaluated by a peer review
panel that may consist of both government and non-government
experts. Proposers who object to having their submissions reviewed
and evaluated by non-government personnel must so state in
writing at the time of making their submissions. Both government
and non-government personnel will have signed and will have
on-file with DARPA appropriate non-disclosure and conflict
of interest certifications before commencing any evaluation.
Evaluation of the proposals and pre-proposals will be based
on the following four criteria, in decreasing order of importance:
(1) the scientific and technical merits of the proposed effort
including the relevance of the proposed goals to the DARPA
program objective and the feasibility of the approach; (2)
the quality of the demonstration, the potential to revolutionize
the current state of the art, and the adequacy of the technical
tasks proposed to reach this demonstration within the timeframe
of the program; (3) the qualifications of the principal investigator
and other key research personnel, their record of past performance,
and the adequacy of current and planned equipment and facilities
to accomplish the research objectives; and (4) cost realism.
Note: Cost realism will only be significant in proposals that
have significantly under or over estimated the cost to complete
their effort. The final decision for funding a proposal will
be made by the cognizant DARPA program manager. As soon as
the proposal evaluation is completed, the Offeror will be notified
of selectability or non-selectability. Selectable proposals
will be considered for funding; non-selectable proposals will
be destroyed. (One copy of non-selectable proposals may be
retained for file purposes). Not all proposals deemed selectable
may be funded. Decisions to fund selectable proposals will
be based on funds available, scientific and technical merit,
contribution to program goals, and overall program balance.
Proposals receiving a letter of selection may be considered
for funding for a period of up to one year. Awards made under
this BAA are subject to the provisions of the Federal Acquisition
Regulation (FAR) Subpart 9.5, Organizational Conflict of Interest.
All Offerors and proposed subcontractors must state in writing,
at the time of proposal submission, whether they are supporting
any DARPA technical office(s) through an active contract or
subcontract. All affirmations must state which office(s) the
Offeror supports, and identify the prime contract number. All
facts relevant to the existence or potential existence of organizational
conflicts of interest, as that term is defined in FAR 9.501,
must be disclosed. This disclosure shall include a description
of the action the Proposer has taken, or proposes to take,
to avoid, neutralize or mitigate such conflict. Questions regarding

ARMY

Molecular Geodesics Inc.*, Cambridge, Mass., is being awarded
a $2,250,000 increment as part of a $6,449,413 cost plus fixed
fee, research and development contract in support of the Defense
Advanced Research Projects Agency Biological Warfare
Defense (BWD) program; specifically, the contractor will identify
biomimetic materials for pathogen neutralization. Work will be
performed in Cambridge, Mass., and is expected to be
completed by March 10, 1999. Contract funds will not expire at
the end of the current fiscal year. There was an announcement in
the Commerce Business Daily on July 12, 1996, and 39 bids
were received. The contracting activity is the Defense Advanced
Research Projects Agency, Arlington, Va.
