In regard to the question of whether English can be spoken faster
than ASL can be signed, yes, there is more recent information than
that discussed by Richard Peters. I recently read a summary of
recent findings that although individual words can be spoken faster
than individual signs can be formed, the rate at which propositions
are communicated is approximately the same. I.e., the rate at which
ideas can be communicated is the same in both English and ASL.
I believe that the summary I read was in the book "Deaf in America:
Voices from a Culture," by Carol Padden and Tom Humphries. That book
incidentally, is a wonderful book about deaf culture.
