subfield "e" in 700 field

I have come across more and more records which include subfield "e"
containing "ill." or"ed." The last reference to this that I recall is a vague
memory of a statement by LC that it would not use subfield "e" except in the
treatment of rare books. Has this policy changed? Is subfield "e"
returning to use because of the elimination of the second indicator in fields
100 and 700?

Any information on this or reference to published material (LCRI,
AACR2R amendments, etc.) would be greatly appreciated. You may respond
directly to me and I will gladly summarize for the list if there is sufficient
interest.

Can somebody help me to find LC subject headings for:

1. Leo Tolstoy's followers that in Russian are called "tolstovtsy",
were persecuted in the Soviet Union, up till now exist in Canada.
(LC CIP gave to one of the books on the subject: Tolstoy...-appreciation,
which is wrong.)
2. Trotzkism. Again when not personally Leo Trotzkii is described but the
movement as a whole.

(By chance they are both "Leo".)

What is the general LC policy in such cases when a subject heading should be
not a name but a derivation of it?

We use subfield e in 700 tags because our public catalog display does not
show subfield c of tag 245. Therefore, the relationship of the added entry
to the work is sometimes unclear without subfield e. If it's available and
its works, why not use it?
