REPORT No 316


ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED BY THE
SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA FROM AUGUST 25 UNTIL
SEPTEMBER 1, 1996


August 25th,


PRISHTINA: Bashkim Krasniqi (1974), living at "Caraleva" str.
167, was arrested in his house early in the morning under unknown
circumstances by the Serbian state security inspector Skender
Zejnullahu and two other persons. At the local police station of
"Qendra", he was physically ill-treated with rubber truncheons until he
fainted, and he was deeply insulted on a national basis.


MITROVICA: Two policemen and two state security inspectors stopped
the wedding guests of Sadat H. Brahimi nearby "Ibri" bridge and
ordered them to take down the Albanian flag, as according to them, the
flag was flying very high. Afterwards, the policemen followed them
until they reached Sadat's house in "Tavnik" quarter.


SKENDERAJ: Taf& Zejnullahu (74) and his son aged 43 were arrested
for weapons in their house by three policemen and were kept at the
police station for some hours.

August 26th,


PRISHTINA: In the evening at about 10.00 p.m., an organized gang
of about 20 armed Serbian hooligans, attacked a group
of Albanian children in the park, just across the
road of the students hostels, without any reason. The gang was very
aggressive.
The Serbian employees of "Jugopetrol", who are for more than two
months on strike and request to dismiss the director Boban
Kecman, protested today in the streets of Prishtina.


LIPJAN: Kujtim Selimi from Banulla village, was taken for weapons
to the police station and was threatened to hand over a weapon, or
the police will raid his house. He was released in order to report
again the next day.


SHTIMJE: On August 24, two policemen stopped in the street Ahmet
Ahmeti, chairman of the communal educational council, checked his
identity,
took his ID card and some other documents from him. Today, Ahmet
was arrested and physically ill-treated at the local police
station of Shtime. Afterwards, he was brought to the security center of

Ferizaj, where he was interrogated about the education in Albanian
in this district and about the chairmanship of the local LDK branch of

Shtimje.


KA^ANIK: Demush B. Raka (1948), unemployed teacher from Bob
village, received an official letter from the so-called Fund for
building land adjustment, in which he is requested to
release his profiteer store (tea and coffee shop), which he was
using according to the contract no. 03-Nr.103, dated 20.04.1993.
Some policemen confiscated 15 cubes of wood from Enver Merxhan
Kuka from Bob village, and they did not give him any confirmation for
it.


MITROVICA: Mudxhahid Hamza received a letter from the court of

Mitrovica, where he was informed that on
4.09.1996, he has to release his flat, where he lives for 10 years. The
letter was
delivered by a Serbian civil person.
According to some information, some muslims, expelled from Srebrenica and
other towns
of Bosnia occupied by the Serbs, were brought to the combine of "Trep^a".
We managed to get some of the names of these people which are working in
"Trep^a": Faketa Alic
(1961), Hamdo Collakovic (1968), Mustafa Karadzija (1967), Muhibija
(1951), Mubidin (1975) and Muhidin (1973) Vejzovic, all of them
from Srebrenica, Alija Smajlovic (1961), Fikret Hasanovic (1974),
Sadik Rusovic (1965), Dzeladin Rusovic (1958), Nezir Murizanovic
(1953), Sadik Alic (1962), Huzo Cadonja (1954) and Mujo Bajramovic
(1954). There are of course many others, but we could not get their
names.


KAMENICA: On August 23, some policemen arrested for weapons Muhamet
Spahiu from Mu^iv&rc village, chairman of the communal financial
council. At the security center of Gjilan, he was interrogated and
physically ill-treated by the inspectors Ramadan S&rmaxhaj and
Srdjan Djordjevic. Muhamet was ordered to report again on
26th, when he was released being not guilty.


VUSHTRRI: A Serbian police squad raided for weapons the house of
Ismet Krasniqi from Zhilivoda village.


PODUJEVA: The forester of the region called Gvozden entered the

house of Isuf Sylejmani in Bellopoja village. Isuf, who is
paralysed, was accused of buying unstamped wood, while his brother
Adem was threatened with a weapon. Gvozden stole a wood-saw
on his way out.

August 27th,


PODUJEVA: Isa Bajgora (1953), a Serbian police inspector, was killed
today by unknown persons, while he was leaving the bus in
Lup^ village. Afterwards, many Albanian civilians were arrested,
but in the meantime, they were all released.


PRISHTINA: Some Serbian soldiers pitched some tents in the garden
of the primary school of Vrella village. The day before yesterday,
yesterday and today, the policeman Slavko and another policeman
with the "Niva" car (GL-209-31), searched for weapons in the houses of:
Adil, Vesel, Ejup and Nazif O. Gashi, Muharrem, Hajdin, Halil,
Skender, Sherif, Hashim, Rexhep, Behxhet, Idriz, Isa, Tefik, Maliq,
Ibush, Fatime and Nazif B. Gashi.
Nearby "Slovenia Sport", two policemen stopped in the street Bekim
Tremkolli (1968), from Bellaqevci i Madh village, employee in the
coal-digging factory of Bellaqevc, checked his identity and confiscated
100DM

from him.


ISTOG: Zeqir and Haki Tafilaj, owners of a bakery in Istog, were
arrested under unknown circumstances.


JUNIK: The police arrested Musa H. Krasniqi, chairman of the
Republican Party. The reason for his arrest is not known yet.


SKENDERAJ: Three policemen raided for weapons the house of Nezir
Haziri, temporarily employed in Switzerland, kept him for some hours
for "informative talks" and ordered him to report again the next
day.


VITI: A police squad went into the house of Qerim Zenuni (1940),
farmer, arrested him and after putting him in the car, they
physically ill-treated him. At the police station, he was told that
the reason for his arrest was that three years ago, he had bought a
house from the Serb Vojislav Ivic, to whom he had paid in cash. But
know, his other Serbian neighbour Djordje Bogic without any
reason is causing him problems and reported him to the police. On
August 21,22,24 and 27, Bejtullah Limani (1952) from Goshica
village, was interrogated about weapons.


GJILAN: On August 21, the inspectors Branko Kovacevic and Karadzic
took for "informative talks" Aziz Azizi (1950), employee in the
metal industry of "Gosha" of Gjilan. He was interrogated whether he
visited Albania, whether he is a member of any political party and
such questions. Today, Aziz reported to the police station, where the
inspectors asked him to cooperate with them, and when he refused to
do so, they physically ill-treated him.


KA^ANIK: Sylejman D. Metallari, employee of the "Sallonit" factory,
living at "R. Agushi" P.N., was summoned for weapons to the police
station, where he was physically ill-treated and ordered to report
again on August 30, 1996.


MALISHEVA: On August 24, 1996, Fatmir Buzhala from Llazica village,
who was travelling to Germany, without any reason was stopped by
the Serbian policemen in Subotica, and he was kept under arrest until
today and was physically ill-treated and kept hungry for three
days.

August 28th,


PEJA: About 40 policemen went into the house of Halil M. Ib&rdemaj
(42) from Nab&rgjan village, searched for Halil, raided the
house, demolished the furniture, broke the doors and windows and in
front of the children physically ill-treated Halil's cousin Rifat
Ib&rdemaj (31) and arrested Halil's brother Isuf (33).


MITROVICA: Four policemen and six inspectors of the security
center went in Vaganica village into the house of Ramadan (35) and
Asllan Maliq Nimani (30) and searched for explosives, which, according to
them, Ramadan, former-miner in "Trep^a" Combine who is now in
Germany, hide somewhere. As they did not find anything, they
physically ill-treated in front of the children the wife of
Ramadan Hajrije (28). In the house of Asllan, the inspectors
physically ill-treated his sister Vahide (34), married in K^i^ i
Madh village, who came to visit her brothers. On August 26,27 and
28, Rasim J. Bajgora (58) from Vaganica village, reported today to
the police station together with his son Mehdi (28) and nephew
Bekim (24). Rasim was released, while Mehdi and Bekim were kept
there, were physically ill-treated and were ordered to report the
following days until they hand over the searched weapons.


FERIZAJ: One policeman entered the garden of the house of Nexhat
Sejdiu, as if he was looking for a young guy. When the wife of
Nexhat told him that she did not see anybody passing here, he
passed to the garden of their neighbour. Afterwards, he stopped a
car and ordered the driver to drive him to the security center.


PODUJEVA: Some policemen searched for weapons in the houses of Halim
Llalloshi, Adem, Selim and Muharrem Bilalli in Hertica village.
Under unknown circumstances, these policemen went also into the house
of Fazli Mu^olli. In the afternoon in Lup^ village, nearby
the railway, were heard some shots. In this place, there were
installed large police forces and controlled every passenger.


KA^ANIK: Remzi R. K&rraba (1948) from Stagova village, worker in
the Organization "Lepenci" and activist of the Sub-CDHRF of
Ka^anik, was stopped in the street nearby Stagova village by some
policemen, who interrogated him and searched weapons from him. Two
policemen searched for weapons in the house of Beglie Axhani (1958),
employee of the social center of Ka^anik. She was asked for a weapon
that allegedly she had inherited from her husband, and was
ordered to report the next day to the police station. Otherwise,
she was threatened that they will physically ill-treat her and drag
her to the police station, if she does not hand over a weapon.


August 29th,


PEJA: After the "explosion of two bombs" at the police station of the
village of ^allapek, a police squad in the village of Kosuriq raided for
weapons the houses of brothers Ali and Sali Dezdari, arrested Ali's
wife Ziz&, Ylber, Liridona, Sof&, Ryv& and Ram& Dezdari, Tafil
Muhaxheri and his son Ilir, physically ill-treated in front of his
family members Xhemajl C. K&lmendi whom with his brother
Shaban theytook to the police station. There were also arrested
Rrustem, Imer and Shaban Kelmendi, Xhemajl Maznikolli and some other
citizens who were kept and physically ill-treated at the police
station until the late afternoon hours. On this occasion,
Ismet Rrahmanaj (1970) was arrested and released after some hours.
In the village of ^allapek, the same squad raided the house of brothers
Bajram and Xhafer Tha^i and arrested Xhafer.


TETOVA: The political activists Nevzat Halili and Musli Halimi
reported to serve their term of imprisonment, they were sentenced to by
the Macedonian
court. Immediately after Musli Halimi was imprisoned, the
Macedonian authorities took his flat, and settled Russian
immigrants there.


PODUJEVA: A Serbian police inspector without any reason stopped in the
street and checked the identity of the journalist of the daily "Bujku"
Fadil
Halimi and interrogated him about tendencious political state.


FERIZAJ: Rexhep and Bedri Avdyli were summoned for weapons to the
security center,
and Bedri was brutally physically ill-treated.


MITROVICA: In the village of Broboniq, three policemen searched
for weapons at the house of Avdyl J. Haziri (52). The police went also
into the house of Januz Behrami (55), and in his absence arrested his son
Mexhit (24).

August 30th,


PRISHTINA: A Serbian police squad searched for weapons at the house of
Halil Ramadani (1954), teacher, Ahmet Namani (1967), Murat
Hajdini (1918), Hakif Aliu (1966), Hajrullah Aliu (1946) and Bislim
Rrustemi (1931), while Shefqet Bejta (1959) was
summoned to "informative talks" about weapons. The police searched for
weapons also at
the houses of Ali Abazi (1916) and Hasan Namani (1931) in the
village of Prapashtica.


ISTOG: Hilmi Blakaj was summoned for "informative talks" to the
security center and questioned about some actual political
questions.


KA^ANIK: On 12, 22, 23, 29 and 30 August, Haki (1940) and Avni Shehu
(1976), both of
them farmers from the village of Doganaj, were summoned for
weapons to the police. At the police station,
Avni was also physically ill-treated.


SHTIMJE: The state security inspector Srboljub Vujinovic, drunken,
and two persons in civil, with an orange taxi-car "Jetta",

number-plate PR-121-705, driven by the taxi-
driver Misin M. Avdyli from the village of Sllovia (Lipjan),
searched at his house for Hasan Abazi, an LDK activist in the village of
Davidovc. As they did not find anybody there, they left, but in the
meantime, in the street they met Arben (1974) and Shpend Qorolli
(1978) from the village of Rashinca (Shtimje), who were driving by
truck. The inspector stopped and asked them about Hasan. When they
replied that they did not know who he is, the inspector being
angry from the answer, stroke with a butt a window of the truck.
The juveniles being frightened, escaped by truck, while the
inspector followed them by taxi till near a house in the village of
Rashinca. From the loud noise, all Qorolli family members and their
guests who had come for condolences on the occasion of the death of a
member of this family, came out. Vujinovic took out the rifle and
began to offend them, demolished a "Lada" car, owned by the Qorolli
family, broke all truck windows, took every thing he found in the
truck, the number-plates, a notebook, Arben's ID card and the licence,
the truck's car papers, papers of their firm, some cassettes etc.
Vujinovic offended on national grounds the spouses Abdullah (1937)
and Shyhrete (1943) and Isuf (1946) and Xhevrije (1950) Qorolli,
as well as other Qorolli family members, Sylejman (1950), Nexhat,
Mehdi, Fehmi, Naim, Iljaz and Nebih. The family reported its
case to the local police station of Shtimje and to the security
center of Ferizaj, but the police was not interested in it.

August 31st,


PEJA: In the village of Kosuriq, the police arrested again Ryve
Dezdari whom they released after 48 hours. The police brought Ryv& to the
security center of Peja, where she still is under arrest. Being
injured by the physical tortures on her head, she is in a very bad
health condition. Also, at the security center for three days up to
now, there is still kept under arrest Tahir Kelmendi from the same
village. Meanwhile, in the village of Llabjan, a police squad of 30
policemen and 5 security inspectors of the security center entered
the house of Ryve Dezdari's mother Nurije Kelmendi (66) in
"Vuthaj" quarter and searched for her sons Zenel (1950), jurist, and
Qerim, student. The police surrounded also the houses of their
cousins and shot several hours with fire arms on Shkodran
Ahmet Kelmendi (16) who being frightened tried to escape, but
they caught him in the yard of the house of Shaban C. Kelmendi and
brutally physically ill-treated him in presence of women and children.
The police interrogated Zenel's wife, Florije Krasniqi, a
physician, took hostage Nurije and arrested Shkodran. After 40
minutes, the same squad returned again in the village, entered
Nurije's house, controlled it, demolished the furniture, tore some
photoes and confiscated some national emblems.

September 1st,


VUSHTRRI: Tonight at around 9.30 p.m., the Serbian police entered

the "Ali Kelmendi" primary school and confiscated the
documentation of pupils enrolled at the "Muharrem
Bekteshi" secondary school of Vushtrri. On this occasion, the police
ill-treated the
technical employees of this school.

September 2nd,


VUSHTRRI: Today early in the morning, the Serbian police came to

the premises of the "Ali Kelmendi" primary school and threatened the
technical employees of the school, searching from them not to allow
the pupils and teachers of the "Muharrem Bekteshi" secondary school to
enter it.


DELAYED INFORMATION:


KA^ANIK: On 9, 12 and 15 August, Naim M. Axhami living at

"Dushkaja" str. without number, was taken for "informative
talks" to the security center of Ferizaj.The inspector Boban Krstic
questioned him about his recent stay in Germany. On 16 August, two
policemen in civil without any reason took to the police station and
physically ill-treated Hamdi Axhami (1976). On 21 and 24 August,
Sylejman B. Gashi (1966), a farmer from the village of

Begraca was taken for weapons to the police and physically ill-
treated.


MALISHEVA: On 16 and 17 August, Abdullah M. Berisha from the village of
Lladroviq was taken for interrogation to the police station of the
village of Sufreka and physically
ill-treated for weapons. On 17, 19 and 20 August, at the same police
station
was physically ill-treated for weapons also Sefer A. Berisha
from the village of Lladroviq.


PRISHTINA: On 13 August in the quarter of "Uji i Njelm&t", four
policemen searched at his house Fatmir Lutolli who in 1990 was
sentenced to two years' of imprisonment and who is now for 5 years
abroad. On 18 August in the village of Marec in the quarter of
"Vitijajve", a police squad raided for weapons the houses of Halil,
Rrahim, Iljaz, Agim, Habib, Nezir, Ilmi and Arif Vitia. On 21
August, the houses of Latif, Sabit,
Bajram and Iljaz M. Vitia, Idriz and Ragip Borovci, and Daut,
Shaqir, Musli and Bajram Haxholli were raided for weapons. That day, the
police physically
ill-treated also two guests of these families, G&zim Musliu (19)
and Bashkim Ismeti (19). On 22 August in
"Golimvad&" quarter of this village, the same policemen raided for
weapons the houses
of Sadri, Musli, Veli, Shabi, Ahmet, Hysen and Shaqir Pacolli. The
same police squad every day came by a "Niva" car with Gjilan
registration, while the policemen were from Prishtina and
Gra^anica.


VITI: On 16 August, a police squad searched for weapons at the house of
Isa Pajaziti (1961) in the village of Xhylekara, and brutally
physically ill-treated him.


SK&NDERAJ: On 21 August, a police squad of the local police station
of Runik village, distributed summonses for "informative talks" in
the village of Vojnik to Halil Rexha, Haxhi Ahmeti, Mehmet Jahiri,
Hajriz Hyseni, Imer, Bashkim and Dukagjin Imeri and Syl& Mala,
while they physically ill-treated Halim Fejza, an LDK activist of
this village.


RAHOVEC: On 22 August, a police squad of Rahovec distributed
summonses for "informative talks" about weapons to Mustaf& Muharremi,
Bedri Gashi and Bajram Berisha from the village of Drenoc, Haxhi
Krasniqi from the village of Senoc and Shemsedin Krasniqi from the
village of Pastosel.


VUSHTRRI: On 22 August, the commander of the village of Prilluzhe
Dejan Trajkovic together with two other policemen searched for weapons
at the house of Sejdi Hasani in the village of Strofc, arrested
and physically ill-treated him. On 23 August, a police squad raided for
weapons the house of Enver Aliu and Azem Hasani in the village of

Strof. On 24 August, a police squad searched for weapons at the houses
of Behxhet Ahmeti and Ismajl Hyseni in the village of Bequk, and
left summonses for them to report on 26 August to
the local police station of Prilluzhje village.


MITROVICA: On 23 August in the village of Kqiq i Madh, two Serbian
policemen searched for weapons at the house of Aziz Brahimi (36) and left
a summons for him to report to the security center.


KAMENICA: On 20 August, the inspectors Ramadan S&rmaxhaj and
Srdjan Djordjevic interrogated about weapons Ramadan Morina from the
village of Hodonovc, whom they accused that he allegedly possessed a
hidden automatic-gun of his brother Vesel who is presently in
Switzerland. On 23 August, two Serbian civilians introduced themselves as
security employees, stopped in the street and interrogated Nezir
Neziri, the chairman of the local financial council of the village

of Koretin. They were mainly interested in his political
activities. On 23 August, a police squad searched
for weapons at the house of Azem D&rmaku, temporarily employed in
Switzerland, who came for his holidays at home in the village of

Shipashnica e Ep&rme. The police interrogated him and confiscated
his passport. On 23 August in the village of Dajkoc, some
policemen from Gjilan arrested for weapons and physically ill-
treated Selver Krasniqi.


PODUJEVA: On 24 August, some policemen searched for weapons at the
houses of Muharrem Kaqanolli and Murat Dudi. On 24 August, the
police searched for weapons also at the house of Nuhi Gubetini in the
village of Halabak.
