represionit, krahasuar me periudh&n p&rkat&se t& nj& viti m& par&.
Mir&po, n& fakt asgj& nuk ka ndryshuar pozitivisht. Represioni ka
vazhduar n& gjitha sferat. K&shilli ka regjistruar 1881 raste
individuale t& shkeljes s& t& drejtave dhe lirive t& njeriut, q& t&
gjith& shqiptar& (vjet p&r k&ta tre muaj regjistroi 2192 raste).
Por, derisa gjat& periudh&s janar - mars t& vitit 1995 evidencoi dy

MONTHLY REPORT ON VIOLATION OF HUMAN RIGHTS AND FUNDAMENTAL
FREEDOMS IN KOSOVA DURING MARCH, 1996
The systematic violence exerted by the Serbian regime on the
Albanians on the pretext of searches for weapons continued with
increasing intensity during March, 1996. 90% of the raids were done
on the same pretext. Another form of the violation of human rights
in Kosova, which happens extremely often, is also the plundering of
the Albanian population. This "action" of plundering is done in
order to impoverish the Albanian nation and to paralyze any kind of
engagement for ensuring the families' existence in a time of large
unemployment and generally great hardship, combined with the
hardship of other forms of violence and repression perpetrated
against them. During one week only, in the district of Mitrovica,
there were plundered 136.000 DM and 48.150 dinars.
Just to give a concrete example, we mention the district of Shtime,
where during March 122 persons were ill-treated, 116 families were
raided, and 129 persons were taken to "informative talks".
This is just an incomplete part of all data, because a considerable
number of citizens did not report their cases for different
reasons. The Serbian regime continuously is trying to abolish the
cultural, historic and spiritual inheritance of the Albanians. On
18 March, 1996, the compulsory authorities of the "Panorama"
enterprise which usurped the printing office and all the property
of the publishing and journalism house of "Rilindja", now as well
brought the fund of manuscripts, books and newspapers of the
editorial office to the papermill of Lipjan.
In the Serbian and Yugoslav parliament, a big number of laws,
decisions and decrees was adopted on the colonization of Kosova
with Serbs. On the other hand, this same parliament and the
government adopted laws and decrees on the prevention of the return
of Albanians who had escaped from Kosova because of the repression
of the Serbian army and police. Thus, on 11 March, 1996, the
Albanian asylum seekers in Germany Vjollca Tahiri (22) from
Mitrovica, Mehmet Haziri (48) from the outskirts of Prizren, Sofije
Piranaj and her daughters Merita (17) and Ardiana (15) from
Prishtina, who were not allowed to enter at the airport of
Prishtina, were sent back to the airport of Belgrade, and then were
forced to return to Germany. The Serbian border authorities argued
that these persons were not in possession of valid Serbian
passports and that "all Albanians from Kosova living in the Western
countries, should possess a certificate of the respective Yugoslav
consulate on their travel documents, in order to be allowed to
return to their homeland". The Helsinki Committee for Human Rights
in Serbia, stressed in a protest statement that "this attitude of
the Serbian authorities shows elements of ethnic cleansing in
silence".
According to CDHRF's data, 839 Albanians were ill-treated, from
whom one died, through all kinds of violence by the police and
other Serbian state authorities in Kosova, 250 more than last
month.
During this period, among the ill-treated persons were 59 women and
65 children.
- 226 persons were arbitrarily arrested;
- 63 persons were arbitrarily stopped;
- 196 Albanian families were raided;
- 123 persons were physically tortured;
- 614 persons were psychologically ill-treated;
- 7 persons were physically injured;
- 428 persons were ill-treated on the pretext of searches for
weapons;
- 182 persons were summoned to so-called "informative talks";
- 151 persons were summoned to the police;
- 5 persons were sentenced;
- 8 persons were sentenced by the court for petty offenses;
- to 26 persons were confiscated their passports.
During this period, there were two police interventions at school
institutions, and 26 ill-treatments of educational activists.
During March, 1996, 37 persons were ill-treated for their
political, trade unionist and humanitarian activities.
The young man Xhevdet Lani from the village Llausha, was arrested
and sent to serve a term of 5 months' imprisonment, according to a
sentence from 4 years ago for not observing a summons to the
military service in the Serbian army.
As other forms of violence, there were persons taken hostage,
threats by the police, different offenses, kidnaping attempts by
unknown persons, etc.
Thus, during March, 1996, there were taken hostage 11 persons, 119
persons were threatened, 105 persons were offended on a national
basis, and 3 cases of kidnaping attempts were registerd.
During this month, two Albanian families were expelled from their
flats, and in their places Serbian families were settled.
CDHRF evidenced 47 cases of plunderings of persons, private
enterprises of Albanian owners, markets, in which considerable
quantities of goods and amounts of money, particularly in foreign
currency were confiscated.
As follows, we give some examples of violations of human rights:
On 15 March in Belgrade, where he was receiving intensive medical
care, Brahim Dem& Cacaj-Shabanaj (1956), father of three, economist
from De^an, died. He was badly wounded on 30 January, 1996, when a
group of Serbian and Montenegrin colonists stabbed his brother Ali
(1945), and badly wounded beside Brahim also Hasan and Ismet, as
well their nephew Rifat Nitaj from the village of Voksh. Another
Shabanaj brother, Beqir Cacaj-Shabanaj, however was sentenced to a
term of 30 days' imprisonment "for disturbing public order and
peace" by the court for petty offenses of De^an. The perpetrators
of this terrible crime are, as everybody knows, Gligor Matanovic
and his son Vlada Matanovic, their cousins Aleksa and Kosta, as
well as another still unknown person, but the actual regime,
arrested only two of them.
Shaban Dan Duraku (67) from the village Broja, district of
Sk&nderaj, went to Belgrade to get a visa at the Embassy of
Germany. On 2 March, the Serbian police in the village of Runik
informed his family that Shaban had been found dead in "29
November" str. 107. The death happened in unclear circumstances,
but his family declared that the death was caused by force, as
bruises could be seen on late Shaban's body.
On his way to Brussels, where he was invited by the European
Parliament, Adem Dema^i, chairman of the Council for the Defence of
Human Rights and Freedoms, winner of the international "Saharov"
peace price, was stopped for more than two hours, and materials
that he had with him were confiscated at the border crossing-point
with Macedonia Hani i Elezit, by the Serbian and afterwards by the
Macedonian police.
On 4 March, the police raided for weapons the home of Sefedin
Bunjaku in the village of Samadrezha. As they failed to find any
weapon, they arrested and brutally ill-treated him.
Ramiz Muja, retired, and his daughter-in-law Ramize, wife of his
late son, who had been employed at the post office (PTT) in
Prishtina, and her 5 children, were expelled by force from their
flat, where they used to live on a valid decision of PTT. In the
flat was settled a Serbian family.
On 22 March, more than 30 policemen blocked the market place of
Kamenica, plundered a certain quantity of goods, arrested and kept
for several hours at the police station more than 30 citizens, most
of whom were also physically ill-treated. Among the persons being
brutally ill-treated was also Fehmi Kosumi (1960) from Kamenica,
who was ill-treated by the policeman Zhivoin Filic from Kamenica.

ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED BY THE
SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA FROM APRIL 7 UNTIL
APRIL 14, 1996
April 8th,
SUHAREKA: Tahir Kabashi from Shiroka village, was raided for
weapons on April 7, and was taken for weapons to the police station
and physically ill-treated on April 8.
FERIZAJ: On April 4, 5 and 8, Nazif (1954) and Azem Halili (1961),
teachers of the "Skenderbeu" primary school in Jezerc village, and
Ilaz Delolli (61) from Zaskoku village, were taken for weapons to
the police station and physically ill-treated. The police raided
the house of Ibush Topalli in Ferizaj and took 25 boxes of
cigarettes. The compulsory Serbian authorities in the district of
Ferizaj changed the names of many streets and institutions,
replacing them with Serbian names.
PRISHTINA: More than 800 Albanian merchants, who held stands in the
market of Prishtina, entered the second week of strike because of
the very high communal taxes for using the stands.
GJILAN: The 9-member family of Ibrahim Ramadani (1943), pensioner,
former worker of the Secretariate for Interior Affairs was expelled
violently from its flat, even though he had all the needed
documents for living in this flat since 1984. Hajrush Zeqiri
(1959), teacher of the "Arb&ria" secondary school, was taken for
"informative talks" about weapons.
MITROVICA: Ferat Riza Dobra (61), living at "Tavnik" quarter, was
summoned for weapons to the police station on April 3, 4 and 8. The
last time, he was brutally beaten up at the police station. He
brought by a medical certificate for the injuries he had suffered
at the police station. Brothers Hajzer (43) and Ismet Zymer Kadriu
(36) were again summoned for weapons to the police station and
ordered to report again.
April 9th,
PRISHTINA: The compulsory Serbian authorities of the "G&rmia" trade
enterprise put on sale all the premises of the enterprise. Ilaz
Maqedonci, teacher of the primary school in Rimanishta village, was
physically ill-treated by the police. He suffered body injuries.
GJILAN: The police searched for weapons Arben Haf&z Aliu (1969),
who is now in Germany, and arrested his brother Senad Haf&z Aliu,
living at "R. Sadiku" way 8/12, who was kept for 3 hours at the
police station and was threatened that "his whole family will
suffer, if he does not hand over a weapon". Ruzhdi Berisha (1966),
unemployed, living at "M. Popovic" nr. 70, was summoned for weapons
to the police station, physically ill-treated and ordered to report
again to the police station.
VITI: Rifat Mustafa, employed in Switzerland, was searched in his
house in Begunc village by two policemen. As he was not at home,
the policemen arrested Nasuf Idrizi from Komogllava village, who is
a tenant in Rifat's house.
VUSHTRRI: In the house of Musa Zymeri in Pasom& village, the
policemen searched for his son Halit, who is now in Germany. As he
was not there, the policemen arrested his brother Afrim.
PRIZREN: Uk& Kastrati, Ismet ^ollaku, Halil Mazreku and his son
Agim Mazreku from Dushanova village, were summoned for weapons to
the police station.
MITROVICA: The Serbian market inspectors, after many checks,
brought 108 charges for petty offenses and economical delicts,
fined 124 private firms with 73.000 dinars, confiscated goods in a
value of 59.000 dinars, and temporarily closed down 37 private
objects.
April 10th,
PRISHTINA: During the last two days, the Serbian authorities took
the entire documentation from the United Bank and brought it to the
papermill Lipjan. All these documents concerning economical and
financial development were saved in this bank for more than 50
years. The Independent Trade Union of Communal Residential
Activists of Kosova informs that the occupying Serbian authorities
are violating the urbanistic plans in Kosova, building localities,
flats and houses for Serbian colonists, mostly giving them for
free, in the parks of the towns, on locations nearby squares or
schools, on locations foreseen for kindergartens or cultural and
historical objects. According to the daily "Ve^ernje Novosti", the
judge Dobrivoje Gerasimovic suspended the investigations and
released from prison Darko Asanin, accused for murdering Enver
Hadri, a well known activist on human rights in Belgium. Asanin was
arrested some months ago in Greece, on a warrant of arrest of
Interpol and the goverment of Belgium. Ahmet Kurtolli, marketing
director of the Albanian magazine "Koha", was taken for
"informative talks" by the Serbian police. For three hours he was
interrogated about some photos published in the last prohibited
number of this magazine and about the editing process of "Koha"
magazine.
ULQIN: The Montenegrin state authorities in Plava accused for the
alleged criminal offence of falsification of documents, her diploma
from the University of Prishtina, the civilian Sanije Veselaj. On
the same motive, Xhevat Ulaj and Ahmet Gjombalaj, also graduates of
the University of Prishtina, were sentenced to terms of 3 months'
imprisonment.
GJILAN: Selajdin Abdullahu, former political prisoner, living at
"R. Sadiku" VII/8, was taken for "informative talks" about his
political activities by the inspector Svetislav Karadzic. Vaxhide
Rexhepi-Halili, librarian at the "Skenderbeu" high school in
Gjilan, was arbitrarily dismissed from the job after 27 years.
FERIZAJ: Rifat Shalaj, father of 3, who was serving a term of 3
months' imprisonment in Dubrava prison near Istog, died in unknown
circumstances. Ilmi Hashani, principal of the "Jeta e Re" primary
school and chairman of the local LDK sub-branch in Greme village,
was interrogated about his political activities at the police
station. Enver Omuri, chairman of the LDK active, was ill-treated
in Greme village on the pretext that the headlights of his tractor
were not working properly. Rrahman Sadriu and Fatmir Sejdiu, former
reserve officers from Talinovci village, received summonses to
report to the army. In the deposit of the "Doruntina commerce"
private commercial firm, the police confiscated goods in a value of
80.000 DM and took two heads of the firm with them.
PODUJEVA: Afrim Hoti, owner of the "Af&rdita" restaurant, was
threatened with a gun by a Serb called Aca.
GJAKOVA: A Serbian police squad headed by Milutin Prascevic, went
into the house of Tush Karrica in Bishtrazhin village and searched
for his two sons, who had come home for Easter holidays from
Switzerland. As the men were not at home, the policemen tried to
take Tush's wife Tereza with them. But Tereza refused to go with
them, so they left summonses for his sons, who are temporarily
working in Switzerland, to report to the police station.
April 11th,
PRISHTINA: Bajram Hajredini was summoned for weapons to the police
station and was physically ill-treated. Milot Hamit Tha^i (1974),
student of the law faculty, living at "Mitrovica" street 5, was
also summoned to the police station.
MITROVICA: Beqir Hazir Shaqiri (49) from Koshutova village, was
kept for 7 hours at the police station and was physically ill-
treated. The young men Sinan Bajram Smakiqi (25) and Agron Mexhit
Avdiu (24), living in "Tavnik" quarter, were stopped in the street,
their identity was checked, they were interrogated and threatened.
FERIZAJ: Nazmi Krasniqi, principal in charge of the "Gjon Serre^i"
primary school and chairman of the local LDK sub-branch, was
interrogated at the police station about his political activities
and the activities of the LDK sub-branch.
KAMENICA: Zijadin Spahiu (1952), secretary of the coordination
council of the Albanian political parties in Kamenica, was summoned
for "informative talks" by the Serbian state security authorities.
Zenel B. Ruhani (53) was taken in his home in Zaj^ec village and
was physically ill-treated. They asked from him to hand over a
weapon. In the same village, the policemen searched weapons also
from Hamz& H. Rashiti (57) and left a summons for him to report to
the police station.
GJILAN: Murat M. Surdulli (1920), a very sick pensioner from
V&rbica village of Kmetovc, was summoned for weapons to the police
station. He was interrogated by the inspector Zoran Paunovic in the
basement of the police station, as Murat was not able to walk
upstairs to the rooms where the Albanians usually are ill-treated.
VITI: In Begunc& village, the policemen searched weapons from
Shefki Hajdini, Kadri Shabiu and Gazmend Islami.
VUSHTRRI: Miran Halili, teacher of the "Marin Be^ikemi" technical
secondary school, was arrested and sent to serve a term of 15 days'
imprisonment, according to a sentence by the Serbian court for
petty offenses for teaching in Albanian language. Kasim Muharremi,
also teacher of this school, was summoned to the communal court for
"keeping weapons without permit".
April 12th,
MITROVICA: In the tea-room "Dardania", 10 policemen raided all the
clients and the private owner Fadil Rexhep Musliu (30), insulted
them on a national basis and offended them. Tafil Hashim Islami
(58) from Lusht& village, was summoned for weapons to the police
station.
GLLOGOVC: The financial police, respectively Lubomir Gojkovic and
Pero Damjanovic, inspector of the Secretariate for Interior
Affairs, interfered again in the premises of the "Leonik Tomeu"
technical secondary school, interrogated Isak Smajli, the school's
secretary, arrested the school's cashier Avdyl Berisha, and
registered all the documentation of this school. Later on, Gani
Krasniqi, the school's principal, reported to the police station
according to the summons.
VITI: Remzi Musliu (43), farmer from Gjelekajra village, was
sentenced to a term of 18 months' imprisonment by the communal
court for keeping weapons without permit.
PODUJEVA: Mustaf& Abdyli, former head of "Fan" enterprise, was
sentenced to a term of 3 months' imprisonment by the local court of
Kurshumlia for "trade unionist activities as a leader of this
social enterprise", from where Mustafa was arbitrarily expelled in
1991.
April 13th,
ZUBIN-POTOK: According to "Jedinstvo" newspaper of Prishtina, in
this district inhabited mainly by Serbs, 4 primary schools were
closed down in the last 9 years.
SHTIME: According to the Albanian daily newspaper "Bujku" of
Prishtina, in a German town died Refki Lubovci (30) from Godanci i
Ul&t village (Shtime) in unknown circumstances.
MALISHEVA: On their way to Bellanic& village, the police stopped
the LDK activists Cen Desku, chairman, and Fetah Bekolli, secretary
of the branch in Malisheva, searched them and took them to the
local police station of Suhareka, where they were interrogated for
two hours, provoked and ordered to report again to the police
station. The police took some materials from them.
DELAYED INFORMATION:
GJILAN: On April 3, the Serbian police inspectors Ramadan Sermaxhaj
and Nenad N.N., arrested in his house Elsadat Daka (1980), pupil of
the "Marin Be^ikemi" secondary school, living at "Qenar ^eshme",
and brutally beat him on the pretext that his father, who is
temporarily employed in Switzerland, left an automatic gun in their
house. After his release, he was again searched in his house by the
police. On April 4, Havit Hajdari (1953), "R. Sadiku" 10/14, and
Zijadin Hasani (1954), "Bojana" II/13, both of them doctors, were
summoned for "informative talks" to the Secretariate for Interior
Affairs. They were interrogated about the Assembly of the Albanian
doctors' association. From both of them had been seized their
passports at the border crossing-point of Presheva. Halil Shabani
(1946), employee and chairman of the LDK Sub-branch in Gumnishta
village, was sentenced to a term of one year's imprisonment by the
communal court for keeping weapons without permit. On April 5, the
police arrested for weapons Selver Jerliu (1966), former policeman,
living at "M. Popovic" 63. On April 6, after his release, Selver
was again searched by the police, but he was not at home anymore.
VUSHTRRI: On April 1, Nazmi Berisha (1968) from Shtitanica village,
was arrested and immediately sent to the military barracks of Nish.
On April 2, the police searched weapons in the house of Ferki
Krasniqi in Nevolan village. One of the policemen hit Ferki and
ordered him to report to the police station on April 3 and 4. Rifat
Gruda was summoned to the police station on April 2 and 3.
SKENDERAJ: In Llaush& village, the police searched for weapons
Xhavit Babaj, who is now abroad, and threatened his mother Kada
Babaj. On April 2, the police arrested for weapons Ymer Haziraj,
and on April 5, summoned for weapons Abedin Shatri, both of them
from Llausha village. On April 5, Sali Koca (50), farmer from
Polaci village, was arrested and was sent to serve a term of 7
months' imprisonment for keeping weapons without permit. In the
last few days, the financial police searched many private stores
and imposed very high punishments.
FERIZAJ: On April 3, two Serbian policemen went to the seat of
local LDK branch and checked the identity of Haki Braha, member of
the chairmanship, took the Albanian flag, a report of the financial
council and one teacher's travelling book. On March 29, Bahrije
Salihaj was at the police station for weapons. Fatmir ^erkini from
Zaskok village, was physically ill-treated at the police station
because of having reported a Serbian official who threatened him
that he can not take any kind of document at the local office.
KAMENICA: On March 29 and 30, Nuhi Morina, teacher in pension from
Hodonoc village, was at the police station. The following persons
were taken for weapons to the police station: on April 3, Avdush
Nazim Dermaku (1968), on April 5, Qazim Bektash Dermaku (1942), and
Naser Qazim Dermaku (1966), on April 6, Naim Halit Rexhepi (1966),
all of them from Shipashnica village.
MITROVICA: On April 1, 2, 4 and 5, the police summoned for weapons
Mustaf& Ujkani (65), his son Habib Ujkani (43) and his nephew Rafet
Ujkani (17) from Vinaci village. Two months ago, Rafet was summoned
to serve his military service in the Serbian Army. On April 4 and
5, Tahir Miftar Peci (57) from Zhazha village, was summoned for
weapons to the police station.
MALISHEVA: On April 3 and 4, the market inspectors interfered in
the private stores and in the market and confiscated a great
quantity of goods. Four villages of this district were left without
electricity during last week because of a defect in Rahovec, from
where they get the electricity.
RAHOVEC: On April 5, Ilvi and Rexhep Gashi from Ho^a e Vog&l
village, were summoned for weapons to the police station and were
ordered to report again on April 11.
JUNIK: On April 3, Tahir Isufaj, vice-chairman of the local LDK
branch, was summoned for "informative talks". He was interrogated
about his political activities and about LDK's engagement in
education, the financing council etc.
HANI I ELEZIT: Demir, Ali and Shaban Bajrami from Rezhanca, were
taken for weapons to the police station.
ISTOG: On March 29, Qazim Metaj from Sudenica village (Istog), was
taken for weapons to the police station and was brutally beaten up.
PRIZREN: On April 1, four policemen raided for weapons the house of
Shefki Tha^i and searched for his brother Xhemali Tha^i. On April
2 and 3, Avdyl ^elaj was taken for "informative talks" and was
interrogated about LDK's political activities and about the
activities of the LDK office in Tirana.
OBILIQ: On April 2, Enver Graj^evci (1970), student from Mazgiti
village, was arrested, and on April 5, he was sentenced to a term
of 30 days' imprisonment by the regional court, because the
authorities found with him 200 copies of the illegal magazine
"^lirimi". According to his statement given to the compulsory judge
of the Serbian court, Enver was kept at the premises of the
Secretariate for Interior Affairs for three days and was physically
ill-treated.
PRISHTINA: According to the statement of Sheremet Tha^i (1976),
student from Llapushnik village of Gllogovc, given on April 8, his
father Sinan Tha^i, former principal of the "Hasan Prishtina"
primary school in Llapushnik village, was searched by 4 policemen
and 4 civil policemen at the school where he used to work before.
Sinan had escaped one and a half year ago because of the tortures
he had suffered from the police. As a result of those tortures,
Sinan is handicaped now.
PODUJEVA: Hilmi Statovci (1950), unemployed, from Batllava village,
was summoned for weapons to the police station and physically
ill-treated on April 6. For the injuries he suffered at the police
station, Hilmi brought by a medical certificate. Bedri Abdullahu
was taken for "informative talks" on April 5.
SHTIME: Halit Ademaj from Petrova village, and Fetah Krasniqi from
Belinca village, were taken for weapons and physically ill-treated
at the police station, while on April 5, Misin and Avdi Gashi from
Petreshtica village, Rexhep Fetahu and Ali Krasniqi from Muzeqina
village, and Hysen Haxhiu from Rashinca village, were searched for
weapons in their houses.
