REPORT No 285
ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED BY THE
SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA FROM JANUARY 21
UNTIL JANUARY 28, 1996
January 21st,
GJILAN: In the late evening hours in Lipjan's prison, in
unknown circumstances, died Kadri Murat Sinani (1949), father of 7,
a farmer from the village Velekinca of Gjilan, while he
was serving a condemnation to 6 months for keeping weapons without
permit. Kadri was taken to serve the condemnation on 16th January
in a very bad health condition. Some days before, his son, Sejdi K.
Sinani (16), a pupil of the secondary school in Gjilan, hardly got to
see him for 5 minutes through the bars, when two guardians were
holding Kadri on his arms.
January 22nd,
ISTOG: There were summoned for weapons the following persons: Mu=E7=EB
B. Maxharraj (73), from the village Studenica, Ragip Hakaj (60) and
Milaim Hakaj, from the village Orrob=EBrda, Ramadan Blakaj, from the
village Llukavci i Begut, Murat and Feriz Hajzeraj, from Gjurakoc,
and Ahmet F. Rexhaj, from Istog. The activists Milaim Hakaj and
Ramadan Blakaj were interrogated about their political activities
with LDK in their region.
SKENDERAJ: There were summoned for weapons to the police Rifat,
Shaqir and Muhamet =C7ollakaj, as well as Selman Rrustemaj, from the
village Qubreli, while from Safet and Raza Fekaj, from the same
village, the police confiscated their passports.
HANI I ELEZIT: Rifat Kalisi, chairman of the local LDK branch,
Elami Kalisi, owner of the school-house, Musli and Nazmi Sopa, were
taken for "informative discussions" about weapons to the
police.
GJILAN: The police raided the home of Ali Fejzi Lahu (1933), a
farmer from the village Bilinica, and beat up his son, Selami A. Lahu (27),
a farmer, in front of the family. The pretext
was a fine which Ali had paid before.
Meanwhile, the police raided for weapons the home of Limon Isufi
(1923), "7 Korriku" str. no. 60. In the village Ponesh i Vog=EBl, the
police raided for weapons the home of Hasan Shala (1945), temporarily
employed abroad in Switzerland.
VITI: Palush Toma, secretary of the Charity Association "Mother
Theresa", was taken for 4 hours and during this time was
interrogated about the organizational forms of the association and its
cooperation with political subjects in this district.
GLLOGOVC: In the Primary School "Migjeni" in the village Baica, the
police searched twice the teacher Latif Hamz=EB Zariqi, chairman of
the local LDK branch in this village. The police summoned for
weapons Ramadan Hysenaj from the village Abria e Ep=EBrme.
MITROVICA: The police summoned for weapons brothers Beqir
(49), Zeqir (46) and Shaqir Halil Hoxha (39), from the village
Shipol.
PEJA: Tahir Adem Berisha (1932), from the village Kryshec, an LDK
activist, for the third time was taken for weapons to the police,
where he was physically ill-treated and left an order to report
again. For his injuries he had to seek for medical care.
FERIZAJ: The police raided for weapons the home of Ibush Qeli in
the village Pleshina e Ul=EBt, and searched his son Bedri I. Qeli,
is abroad for a long time as a deserter from the
Yugoslav army. Ibush was taken and physically ill-treated at the
police station. Hajrush Reka, a CDHRF sub-council activist in the
village Pleshina e Ep=EBrme, and Shefqet Avdiu, from Ferizaj, were
raided for weapons.
VUSHTRRI: Fazli Basholli (1952), from the village Samodragja, was
summoned for weapons and physically ill-treated at the police
station by Vu=E7ina Janiqijeviq. Afterwards, he was threatened because
he gave his home for schooling and was ordered to report again to
the police.
KLINA: From Hamit Krasniqi, member of the local LDK branch
presidency, was confiscated his passport on the pretext that he had been
to Albania without "Yugoslav visa".
OBILIQ: On 19th, 21st and 22nd January, there were taken to the police
Isa and Murat Krasniqi, from the village Hamidi, employees
of Kosova's Electro-Economy in Obiliq.
January 23rd,
PEJA: At the Serbian installed District Court in Peja, there were sentenced
the following
persons for keeping weapons without permit: Jahja Lluka (43), chairman of
the Association for
Returning the Emigrated Albanians to their Lands, to 3 years
imprisonment; Musa Rexhaj (43), from the village Jabllanica e Vog=EBl,
chairman of the District Financing Council in Peja, to 4 years
imprisonment; Mustaf=EB Smajli (31), from Peja, to 3 years and a half
imprisonment; and Hajrullah Kapuqi (30), from Peja, to 1 year
imprisonment.
PRISHTINA: Three Serbian state security inspectors intervened in
the offices of District Council for Education and of the Albanian
Teachers' Association (ATA) "Naim Frash=EBri", legitimated the
participants, took the school programs and a booklet with
notes of the chairman of ATA, Rexhep Osmani, and arrested Zijadin
Gashi, chairman of the District Council for Education, kept him for
4 hours at the state security centre, provoked and threatened him in
different forms.
Inspectors from Serbia "visited" some private stores,
fined their owners and plundered handicrafted items
(different golden ornaments) of 1 kilo gold. Meanwhile, more than 50
civilian inspectors accompanied by more than 40 policemen with
two 6 ton- trucks plundered the green and cloth markets. It was
calculated that the value of the goods plundered comes to 200-300.000
DM.Idriz G=EBrvalla, a lawyer and deputy of Parliament of the Republic of
Kosova, was taken and kept for two hours at the police station,
allegedly to verify his identity even though the police knows
him very well.
In the village Rimanishte, the police raided for weapons
Muharrem Arifi and asked for Avdush Arifi's weapons who had died last
year. In the village Besi, the police reported the verdict for a
sentence to 3 years imprisonment for keeping weapons without
permits to Rrahim Osmani (62). The Serbian compulsory authorities evicted =
=20
by force from its flat the 8-membered family of the former post office =20
employee, Jahir Luta in "Bregu i Diellit" quarter, Lam.13/12. Jahir had =
=20
worked there from 1965 to 1990 when he was dismissed by force from his
job. He was living in this flat on the basis of a decission from 1986.
MITROVICA: Bahtir Zeqir Tmava was beaten up today again at the
police station and ordered to report again the next day.
GLLOGOVC: At the local police station of Gllogovc, there was summoned to
"informative discussions" Agim Sadik Vrellaku (1958), a jurist,
secretary of CDHRF sub-council in Gllogovc and secretary of the
Primary School "Bashkimi".
VUSHTRRI: A Serbian police squad beat up at his shop Behxhet Hoxha
from Vushtrri, as he did not know to show them an unknown person
whom they were searching. In the village Stanovc i Ep=EBrm, the police
again searched weapons from Raif Haredinaj who had handed in a
weapon before.
KAMENICA: The police beat up for weapons at his home Mefail K.
Morina, from the village Topanica.
MALISHEVA: The police arrested in his house in Banj=EB village
Fatmir Abdyl Begaj (34) and immediately sent him to the Serbian Military
barracks in Prizren. The police seized Fatmir's passport. Some time ago,
Nebih Pa=E7arrizi, aged 25 from Dragobili
village, was taken by force to the Serbian Army. In the meantime,
the police left more than 500 summonses for military service to Albanian
youngsters in 30 villages of this district.
GLLOGOVC: Latif Ham=EBz Zariqi (1950), actor at the theatre, teacher
at the Primary School "Migjeni" and chairman of the local LDK Sub-
branch in Baic=EB village, was searched in his house by the police.
As he was not at home the police took his younger brother Visar
Zariqi (1982), pupil of the Secondary School "Skenderbeu" in
Gllogovc. When Latif reported to the police station, he was
interrogated about his political activities as well as about the work in
the Financing Council and was ordered to report again. Visar was
beaten up by a policeman called Rajko.
PRIZREN: Shukri Vezaj, chairman of the local LDK Branch in Zhur
village, was again interrogated at the police station regarding his
political activity and his visit to Switzerland some days ago.
January 24th,
SKENDERAJ: The police searched in their huose in Laush=EB village
brothers Fadil, Gani and Nebih Adem Gecaj who are now working
abroad, and left a summons for their brother Halil Adem Gecaj to
report to the police station. A Serbian police squad entered the
house of Bislim and Ramadan Haziraj in Llaush=EB village and searched
weapons. As they did not find any, the policemen left
summonses for Bislim with his son Imer and Ramadan with his son
Ramiz to report to the police station.
PRISHTINA: Two policemen entered the house of Hajrush Abdullahu
where the Secondary School "Ali Sokoli" hold lessons and
interrogated the owner of the house about the activities of the school's st=
aff
and pupils.
January 25th,
SKENDERAJ: The police raided for weapons the house of Bedri Babaj
in Llaush=EB village, brother of Sami Babaj who was killed by the
police in 1992, in the centre of Skenderaj. As Bedri was not at
home, the policemen threatened that they will arrest all the
family if Bedri does not report until the next day.
GLLOGOVC: The police interfered at the green market and cloth
market of Gllogovc.
VUSHTRRI: The police blocked and raided for weapons the Kamberi family
in V=EBrnic=EB village and even though they did not find any weapons,
they physically ill-treated and arrested Bejtullah (53) and Afrim
Kamberi (30) and searched for Agim and Lulzim Kamberi. The
policemen attacked and threatened Nyrtene Kamberi (30).
PRISHTINA: To Milazim Krasniqi, secretary of the Writers' Association
of Kosova, by the Serbian compulsory authorities was refused a visa to go
to Albania on the occasion of the 60th birthday of the well-known Albanian =
=20
writer Ismail Kadare. Hajdin Mehmeti, living at "Podujeva" way, was taken =
=20
for weapons to the police station where he was kept for four hours and was
physically ill-treated.
January 26th,
KA=C7ANIK: At about 8.00 a.m., two Serbian policemen informed the
family that Islam Muharrem Provoliu (1931), pensioner from Ka=E7anik,
had died in the prison of Istog. The late Islam, on the 22nd of
this month, had been sent to the prison of Istog to serve a punishment
of 1 year and six months by the District Court for keeping weapons =20
without permit.
PRIZREN: Two policemen beat up the drummer Gazmend Dervishi, as he
was playing his drums and obstructed the citizens in the time of
"syfyr" even though he had the permission from the police to do so.
VUSHTRRI: The police raided for weapons the houses of Ramadan Mani
in Vushtrri and Naser Zymer Haliti in Bequk village. In
Studime e Ul=EBt village, the police molested the family of Af=EBrdita
G=EBrxhaliu whose husband Fadil G=EBrxhaliu is for some time now working
abroad. Before, he was for 21 days in prison for not responding the
summons to military service in the Serbian Army.
LIPJAN: Hysni Gashi (44), from Sllovia village, was interrogated for
weapons ten days in a row.
January 27th,
VUSHTRRI: Halit Cakaj, from Stanovci i Ep=EBrm village, was summoned
for weapons to the police station and was ordered to report again
together with his two sons Sheremet and Shaban Cakaj.
DELAYED INFORMATION:
KAMENICA: Fadil Fazli Mavriqi, from Kamenica, was searched by the
police on 15th, 16th and 19th January, while on January
20, the police searched weapons in the house of Refik R. Morina,
from Topanica village and left summonses for his brothers Mustaf=EB
(27), Tefik (43) and Mumin Morina (50), all of them working in
Switzerland, to report to the police station. On January 17,
and 18, there was summoned for weapons to the police station Lulzim
Shala, also from Topanica village.
PEJA: On January 20, a Serbian police squad and two civil
policemen went to some tea-rooms and some pubs, legitimated and
searched many civilians and physically ill-treated without any
reason Agim Jah=EB Muriqi (1976), Sherif Jah=EB Muriqi (1971) and Sali
Ram=EB Muriqi (1945), from Koshutani village.
MITROVICA: On January 18, there was arrested for weapons Osman
Fejzullah Xhoxha (23), from Vaganiac village, and on January
19, Murat Mehmet Mehmeti (33), from Pir=E7i village. On January
20 in the quarter "Ibri", policemen beat up in the street the
driver of the Enterprise "Zhitopromet" Sherif Sadik Sherifi (51)
who was delivering bread.
GJILAN: On January 19, there were summoned for weapons to the
police station: Islam Shala (1957), from Poneshi i Vog=EBl village,
former-worker of the Battery fabric, and Ragip Shala, also from
Poneshi i Vog=EBl village, worker at "Gosha" Fabric in Gjilan. On
January 20, the police stopped in the street Nijazi Maliqi
(1962), unemployed, living at "A. Presheva" 10, legitimated,
searched him and took 200 dinars and 10 DM from him. The police
took him with them to the police station where they took his
clothes off and beat him up. Nijazi had to seek for medical
treatment for the injuries he had suffered at the police station.
VUSHTRRI: On January 16, there was summoned for weapons to the
police station Ilmi Maxhuni, from Maxhunaj village. Sherif Sega=E7a,
from Pantina village, was arrested for weapons on January 18,
and was kept for 6 hours and physically ill-treated at the police
station. In Pasom=EB village, the compulsory Serbian authorities left
summonses for all the youngsters in this village for military
service.
KLINA: Miftar Zeqiri (1959), from Klina, living at "Ramiz Sadiku" ,
was three times taken for weapons to the police station, on
January 7. At the police station he was also physically ill-
treated. On January 8, from the Serbian quarter of Pavloviq, there
was hit with shots the top of the roof of the house of Kol=EB
Gojani from Klina. On January 18, a Serbian police squad,
headed by the policeman Vesko Magiq, went into the houses of Destan
Isak Gashi (without any reason), Aziz Liman Gashi (to ask for his
son), Kadri Sefer Gashi (the reason is unknown), Adem Sali Gashi
(for weapons), Imer Xhafer Gashi (for weapons), Haxhi Sefer Gashi
(for weapons) and Bajram Fejz=EB Gashi (for weapons). On January
19, the police interrupted the activities of the Chairmanship of
the Youth Forum which was preparing the manifestation "Flaka e
Janarit" and confiscated all the material they found. On January
20, there were summoned for weapons to the police station and were
brutally beaten up: Tahir Temaj, from Klina, and Ram=EB Hoti, from
Jashanica village.
MITROVICA: On January 12, two Serbian policemen arrested in
his house in Frash=EBr i Vog=EBl village Nazmi Ferki Prestreshi (24)
and brought him to the military barracks in Mitrovica where he was
interrogated by a lieutenant who wanted 10.000 DM from him in
order not to take him to the Military Court in Nish. As he did not
have that amount of money to pay he was sent to Nish where a
superior and two soldiers ordered him to have a cold shower and
in his underwear sent him to a cold room where he was left until
the next day when they took him to the Military Court. He was
released after the Court had observed that he had finished those 25
days of Military Service in Batajnica last year.
SKENDERAJ: On January 14 and 15, there was summoned for
weapons to the police station Jusuf Bimbashi (60) from Llausha
village. On January 16, there was summoned for weapons to the
police station Mehmet Mehaj from quarter nr. 3 of Skenderaj, while
on January 18 and 19, there were summoned for weapons and were
physically ill-treated at the local post command in Runik=EB village
Milazim Taraku and his son Florim Taraku.
PODUJEVA: On January 15, the police searched weapons in the
houses of Ibrahim and Shefki Mani in Podujeva and of Hajrush
J. Gashi in Baj=E7in=EB village who was summoned to report to the
police station. On January 16, the police searched weapons in
the houses of Rrahim and Ahmet Ahmeti and of Rrahman D=EBrmoku
who was also physically ill-treated there. On January 19, the
police went into the house of Idriz S. Gashi in Baj=E7in=EB village, but
the pretext is unknown. On January 20, the border police
in Subotica kept for two hours at the police station Hamdi Aliaj,
from Dumnica village, physically ill-treated him and seized his
passport. His German wife and his two children were sent back, but
the police put a stamp in their passport that they are not allowed
to come back to Kosova again. During his return to Dumnica village,
Hamdi was kept for three hours by the Serbian police in Krushevc.
On January 20, the police in Podujeva plundered 160 DM and 20
packs of "Marlboro" cigarettes from Bajram Bejtullahu from
Podujeva.
VITI: At the airport in Prishtina, the Serbian border authorities
seized the passport from Sami Bafti Halili, from Novosella of Vitia,
employed in Switzerland and in possession of a "Visa B", on the pretext tha=
t he
had a stamp in his passport from a visit to Albania.
OBILIQ: On January 16, Ali Preniqi, from Hadja village, was
arrested for weapons, while Ramadan Preniqi, from Hade village, was
summoned for weapons to the police station, as well as Avdyl,
Xhelil, Abaz, Hilmi, Fahri and Fehmi Mjekiqi, from Shipitulla
village. Islam and Enver Tha=E7i, from Sibovci vilage, were also
summoned for weapons to the police station.
PRISHTINA: On January 19, there were raided and arrested for
weapons brothers Nuh=EB and Is=EB Sh. Abazi (1938), living at
"Drenica III". They were physically ill-treated due to a rifle which
allegedly wa in possession of their late father. The police threatened them
that they will liquidate them if they do not hand in a weapon. On January
20, the police summoned Nexhmedin Z. Shala, from Truda village,
who in 1991 had deserted from the Yugoslav Army.
