REPORT No 323

ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED BY THE
SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA FROM OCTOBER 13,
UNTIL OCTOBER 20, 1996

October 13th,

PODUJEVA: The Serbian police searched for weapons in the houses of
Miftar Latifi and Rizah Sadiku in Podujeva and the one of Hasan
K&rtoku in Obran^a village. Miftar Latifi was also physically ill-
treated.

October 14th,

PRISHTINA: Immediately after the signing of the agreement between
Bonn and Belgrade concerning the repatriation of the 120.000
Albanian refugees from Germany, a part of the Serbian press started
to publish the names of Albanian young men "recruited for terrorist
and anti-Yugoslav activities" in Germany and other places. The
Serbian daily newspaper "Jedinstvo" of Prishtina in its comment
titled "Asylum-seekers or diversionist", after a resumee of the
agreement published some names (Viktor Jakupi, Agim Demaj, Adem
Mustafa) as "anti-Serbs" who drafted Albanian young men to develop
terrorist activities against the Ministry for Interior Affairs of
Serbia etc.
PRIZREN: Qamil Buzhala, chairman of the regional educational
council, was for the third time searched for at his house by the
police. Ymer Shala, who since June found shelter in Italy, was
searched for at his house in Joshkova village by the police. During
his stay in Italy the police arrested and arbitrarily beat up his
grandson Murat Shala, interrogated his wife Hajrije Shala, who had
returned some time ago with her family from Italy, as well as his
other grandson Sefer Shala, from whom was asked "to make them sure
about Ymer's return".
MITROVICA: A police squad lead by Ratko Antonijevic raided the
house of Idriz Aziz Hajra (18) at "Ura e Gjakut" quarter,
confiscated tobacco and cigarettes in a value of 4.000 DM and
arrested Idriz and his uncle Ibrahim Hajzeri. Two policemen
intervened at the "Skenderbeu" primary school of Pantina village
and left a summons to the report to the police station to Adem
Muhamet Beqiri (44), secretary of the school and chairman of the
local LDK Sub-branch of Mitrovica. The market inspectors closed the
market place in order to increase the stands' taxes from 100 to 250
dinars per month.
FERIZAJ: Xhelal Lipovica was summoned to the security center.
PODUJEVA: Mustaf& and Fazli Babatinca and some other Albanians
received the verdicts for serving their sentence for keeping
weapons without permit. Faik Tahiri, Azem Bajrami, Hasan K&rteku
and Rizah Sadiku were summoned for weapons to the police station.
VITI: Ismet Hyseni, former policeman from Prishtina, was searched
at his house in Begunca village. After his dismissal from job in
1990, he had left his home.
KA^ANIK: Elez Azem Zeneli (1950), electrician and chairman of the
local LDK Sub-branch of Bob village, was kept for 2 hours for
"informative talks" at the security center of Ka^anik and was
interrogated about his and LDK's political activities, and his
passport was seized.
LIPJAN: Rexhep Canolli (1964), living at "Ibri" str. 60, former
miner in Novob&rda, was arrested and brought to the prison of
Lipjan, as it seems to serve a term of 6 months' imprisonment, to
which he was sentenced in 1989 for refusing to continue to work
after his colleagues were dismissed from job.
PEJA: Mehmet Haskaj from Peja, and Bedrush Shala from De^an, were
brought to Dubrava prison near Istog, in order to serve another
term of 7 months' imprisonment left after their condemnation by the
magistrate court of Peja on April 22, 1995.

October 15th,

VUSHTRRI: Hasim P&r^uku 91945) from Cecelia village, member of the
Sub-CDHRF of Vushtrri, was summoned for "informative talks" to the
security authorities and was interrogated about the work of the
Council and the work of Albanian political parties, the agreement
on the Albanian schools and other subjects. The inspector Simic was
particularly interested in the number of members of the Party for
National Unity - UNIKOMB and about the activities of this party, to
which Hasim is a member of presidency of the Sub-branch of
Vushtrri. The police arrested Ramadan Manovi from Vushtrri and sent
him to serve a term of 3 months' imprisonment to which he was
sentenced in 1993 for keeping weapons without permit.
MITROVICA: Nearby the bus station of Mitrovica, Nehat Islami,
member of CDHRF of Prishtina and journalist with "Rilindja"
newspaper, was stopped in the street by the police and was searched
meticulously. The police also searched his car. Rushit Bilalli
(1952), jurist from Lum&madh village (Vushtrri), stated that he was
summoned for weapons to the local police station of Mitrovica on
October 9, 12 and 13, and to the local police station of Stant&rg
village on October 14 and 15, where he also was physically
ill-treated for an old weapon which he already had handed over in
1993 and for which he got a certificate.
FERIZAJ: Ismajl Kurti (48) from Zllatari village, was summoned for
"informative talks" to the police station.
PRISHTINA: Sabedin Mehani (1946), living at "Robert Gajdik" str.
105, was searched for at his house by the police. As he was not at
home, the police left a summons to him to report to the "Kajzer
Borisava" local police station. The police ill-treated Sabedin's
son Flamur (14) who in the presence of his mother Nazmije (42) and
sister Patriote (5) was insulted and hit.
KAMENICA: Two policemen searched from Ruzhdi Haxhiu in Koretin
village two bombs, which were also searched from his late father
during the action of collecting weapons in 1956. As Ruzhdi was not
at home, the police left a summons for him to report to the police
station.

October 16th,

SHTIME: Islam Ahmeti, member of presidency of the local LDK Sub-
branch of Gjyrkovc village, Hesret Shasivari from Ranca village and
Kadri Hysenaj from Petrova village, were summoned for weapons to
the police station. Kadri was also physically ill-treated.
PODUJEVA: A police squad headed by Branko Milovanovic, interrupted
the lessons at the "Drita" primary school of Popova village, took
out of the lessons the teacher Latif Rexha and searched from him a
weapon. Afterwards, the police controlled the documentation of the
school and interrogated the teachers about who is financing them,
who collects money for the government, etc. After this, the police
searched for Muhamet Murati, employee of this school and chairman
of the local LDK branch, who at that moment was not at school. The
police searched for weapons at the houses of Is&, Bajram and Idriz
P&rvetica, Rrahman and Shaban Neziri, Beqir and Ahmet Zeqiri, Qazim
Haziri and Gani Namani. Rrahman Neziri was arrested and taken to
the police station.
GJILAN: Haki Bajraliu (1948), teacher and vice-chairman of the
local LDK sub-branch of Gjilan, living at "Q. ^eshme" str. 43A, was
kept for 3 hours for "informative talks" at the security center.
The inspector Zika Dimic was interested in the activities of this
sub-branch, its commission for information and the financial
council, etc.

October 17th,

PRISHTINA: The Serbian daily "Jedinstvo" of Prishtina reported that
to the Serbian enterprise "Panorama" which is usurping all property
of the graphic publishing and journalism enterprise "Rilindja" and
its building, is given a lease of around 3000 square meters of the
building. Also, the Albanian daily "Bujku", as a newspaper of the
"Rilindja" enterprise, pays a very high lease for its premises at
"Panorama's".
GJILAN: A group of Serbian refugees, settled in the dormitories of
the high school, without any reason attacked the pupil of the 5th
grade of the "Selami Halla^i" primary school Sokol A. Rexhepi
(1985), living at "R. Sadiku" str. 2nd, no.16/33, dragged him up to
the dormitory's yard and beat him. One of them intended to cut his
ear with a knife, but in the meantime, an Albanian passer-by
intervened and protected Sokol, who sought for medical care and
brought by a doctor's report for his injuries.
ISTOG: Muhamet Vuthaj from Vrella village, pedagogic consultant and
member of the local LDK branch's presidency of Istog, was taken for
"informative talks" by the authorities of the Serbian state
security center and questioned about his political activities, in
particular about the signing of the agreement on education, about
the activities of the local LDK branch, the district's educational
council and was left with an order to report again.
MALISHEVA: The police intervened at the market-place and plundered
a big quantity of goods, but the persons who were plundered were
frightened to report their data.
DE^AN: A squad of the financial police and the order police
intervened at the market-place of De^an and plundered many Albanian
traders. The plundered items were loaded on a truck and transported
to the police station.

October 18th,

GJILAN: Jashar Syla (1959), a teacher from the village of Bresalc,
was arrested for weapons, brutally physically ill-treated, his
passport was seized, and he was left with an order to report again
on Monday.
FERIZAJ: Naim Bajrami was summoned for "informative discussions" to
the security center on 15, 16 and 18 October, and interrogated
about "participating in the Serbian elections". Two days before,
Naim's father Sabit Bajrami was summoned for weapons to the
security center.
PODUJEVA: In a tea-shop in the village of Orllan, five policemen
arrested Ejup Liman Neziri (1971), a famer from B&rvenik village of
Podujeva, and took him to the local police station of Orllan. The
policeman called Stanko physically ill-treated him and caused him
severe physical injuries allover his body. After 5 hours,
unconscious, he was left in the street 2 km away from the police
station, where he was found by his brother Isa Liman Neziri. For
his injuries, Ejup brought by photos.
PRISHTINA: Dr. Zekeria Cana, former secretary and one of the
founders of CDHRF of Prishtina, was taken to the judge, this time
allegedly for an official insult of a Serbian journalist with
"Jedinstvo" of Prishtina. The journalist retracted the accusation
and the trial was closed. Dr. Cana was taken to the judge also in
May 1990, and after a three days' trial he was released. Otherwise,
he was taken to "informative talks" 39 times up to now, arrested
several times, kept in a pre-trial detention, his house was raided,
and documentation and books were confiscated. Besim Hasani (1957),
economist and chairman of the Olympic Committee of Kosova, living
at "Rijeka" str. 30, was taken by the Serbian state's security
authorities for "informative talks" about the participation of
karate experts from Kosova in the international tournament in
Banska Bistrica (Slovakia) on October 11 and 12, about the
activities of the karate federation of Kosova and their
international participations, the activities of the Olympic
Committee and other subjects. From Besim was seized his passport,
as the police had to "verify some things".
ISTOG: Skender Shatri from Tomoc village, was summoned by the
police for "informative talks" about his brother Naser Shatri who
is abroad, and was ordered to report again.
MITROVICA: In "Tavnik" quarter, the Serbian police arrested for
weapons and physically ill-treated Kadri Hajriz Zeqiri (67), and
then they released him in order to report again on Tuesday with his
son Behxhet (41) who now found shelter in Germany after being
accused for the alleged killing of a policeman during the
manifestations of March 27, 1989 nearby the bus station of
Mitrovica.

October 20th,

PRISHTINA: The police interfered in the helding of the sports
review "IPPON", in which were supposed to participate the karate
experts of Kosova, checked the identity of the participants and
took for "informative talks" Nazmi Ib&rdemaj, international referee
and member of the presidency of the karate federation of Kosova,
Safet Ramadani, national referee, Fadil Arifi (1961), economist,
employed with the "Primarket" enterprise - IPPON, and for the third
time Besim Hasani (1957), economist and chairman of the Olympic
Committee of Kosova.
PODUJEVA: In Popova village, the policemen Toma and Bosanac
physically ill-treated for weapons Idriz Salih Pervetica (1952),
employee, and his brother Bajram Salih Pervetica (1944). Because of
the injuries he suffered, Idriz seeked for medical care. He
received a summons to report again to the police station on
Tuesday, while Bajram was arrested immediately.
MITROVICA: Hakif Jashar Jashari (61) from Vinarci village, was
seven times taken to the police station and physically ill-treated
from October 9, until October 20. He was beaten also on his way
from the police station of Stant&rg to Mitrovica by the policeman
Mihajlo Velovic. The pretext is not known yet.

DELAYED INFORMATION

BEOGRAD: The supreme court of Serbia confirmed the sentences of the
leaders of the Albanian political organization of Kosova: Naser
Husaj (5 years), Hamdi Morina (3 and a half years), Muhamet Gashi
and Nimon Mulliqi (4 and a half years each), Agim Curri (2 and a
half years) and Rrustem ^elaj (1 and a half year). They were all of
them accused for "union in order to exert subversive activities and
threat of the territorial integrity".
MITROVICA: On October 10, four policemen searched for weapons from
Ismajl (27) and Agron Qerim Shabani (29), who were working with the
"Tropik" store, owned by their father Qerim Ismajl Shabani (60).
When they said that they do not have any weapons, they were
summoned to the police station, where they were kept for an hour
and released. On October 11, also four policemen searched for
weapons at the house of Selman Halim Morina (62), pensioner in
Shipol village, and also at the houses of Nuredin Pajaziti, Bislim
and Asllan Zuka in Batahir i Shal&s s& Bajgor&s village, and left
summonses for all of them to report to the police station.
PODUJEVA: On October 9, early in the morning, at all the cross-
roads downtown, some posters could be seen hanging on the walls,
where in very bad Albanian full of mistakes was written: "All
collaborators with the enemy are informed that it is high time to
stop every collaboration, otherwise they will face bullets." The
posters were signed by U.^.K. , but taking into consideration the
mistakes, it is very hard to believe that the text was written by
an "Albanian author". It is considered in Podujeva that these
posters could be made "by the members of the Serbian police only,
which are very brutal and omnipresent in Podujeva". The police
threatened that they will close down the school of Rakinica
village. After a denounciation letter of the forester Emin Rudari
on October 10, Faik Zeka and Shefki Uka from Rakinica village, were
taken to the police station for wood. After this, they searched
weapons from them. On October 9, on the Batllava - Podujeva road,
an armoured vehicle of the police hit the car of Ibish Ibishi.
ISTOG: On October 9, the police searched for Gani Podrimaj from
Carralluka village and Astrit Kastrati from Baica village, who
escaped from military service and now are somewhere abroad.
KLINA: On October 12, at about 9.00 p.m., Golub Kizic from Poterq
village, and his two brothers went into the flat of Halil Maxharaj,
former delegate of the Assembly of Kosova, and threatened him with
the words: "What is it that you want here? This is Serbian land!".
The same persons three days ago were seen nearby Halil's house,
where he uses to live for 30 years.
SUHAREKA: After the interruption of the football match between the
teams of "Vllaznimi" of Gjakova and "Ballkani" of Suhareka, which
was supposed to be held on October 3 in Gjakova, the coaches of the
two teams Genc Hoxha and Gafurr Kabashi were taken for "informative
talks". The inspector Nesovic again interrogated Gafurr in Suhareka
and Gjakova, and hit him with a rubber truncheon on his head, asked
him about his political activities and accused him that he came
from Albania with the aim to "organize terroristic groups".
Finally, he threatened Gafurr that it was better for him to escape
from Kosova and to go to Albania, if he does not want to loose his
family as well. On October 6, 7, 9 and 10, Veli G. Shala and his
son were summoned to the police station. They were physically
ill-treated on October 9, and were released on October 10.
GJILAN: On October 7, Hazir Ramadani (1953), economist living at
"Q. ^eshme" 64A, was taken for weapons to the police station. On
October 9, Haqif Guda (1942), former employee of the secretariat
for interior affairs of Gjilan, was taken for weapons to the police
station and was interrogated about the activities of the
independent trade union of the former employees of the SIA.
KAMENICA: On October 4, Shefqet Sinani, principal of the "Idriz
Seferi" primary school, was summoned to the police station on the
pretext that some Albanian and Serbian pupils at his school had a
fight.
VUSHTRRI: On October 4, at about 1.15 p.m., on one of the parkings,
a group of Serbian policemen arrested Idriz Halit Asllani (1954),
electrician, father of five. Since his dismissal from job in 1990,
Idriz was forced to sell bits and pieces in order to support his
seven-member family. Being also an activist of the independent
trade union, his house was raided many times. When his father asked
for him at the security authorities', they told him that "Idriz is
a member of a terroristic group". Early in October, Bajram Ibrahimi
from Dumnica e Poshtme village, was taken for weapons three times
in a row to the police station. He was interrogated about his
brothers Sabri and Sami Ibrahimi, who are now in Switzerland. On
October 8, the police raided for weapons the house of Isa Shaban
Mernica, living at "Shote Galica" 141, physically ill-treated him
in the presence of the family members Isa and Mehmet Mernica, took
them to the police station, kept them there for 7 hours and
released them in order to report again the next day. Mehmet was
physically ill-treated also at the local police station of
Vushtrri.
