REPORT No 300
ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED BY THE
SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA FROM MAY 5TH UNTIL
MAY 12TH, 1996
May 5th,
PRIZREN: The police took out of a bus Sali Hazir Gashi from the
village of Lubizhda, brought him to the police station and
physically ill-treated him for 4 hours only for the reason that he
did not answer in Serbian.
May 6th,
PRIZREN: Around midnight, shots were heard which were fired on the
house of Ali Zogiani from the home of Dragan Arsic in "Brezovica"
street. Around 3 p.m., somebody shot again with a rifle on the
house of Ali Zogiani, where Ali's daughters Lindita (22) and
Belkize (20) were at home. The Serbian police made an expertise,
found and took the cartridge case which had broken a window on the
second floor of Ali's home and took Dragan Arsic with them. Ali's
two daughters being frightened were sheltered at their uncle's.
ISTOG: Isa Bajra, secretary of the local LDK branch in Istog, was
interrogated by the state security authorities about the killing of
some Serbian policemen and civilians some days ago.
FERIZAJ: Shukri Llabjani was summoned to the police for the fourth
time for weapons, and he was physically ill-treated in order to
make him indicate the persons in his street and in the village
where he works who possess weapons.
PRISHTINA: Ibrahim Gashi, a pedagogue in the "Elena Gjika" primary
school, declared that nearby the school, two policemen and a
Serbian civilian beat a 15-16 years-old child, until he fainted.
GJAKOVA: After being kept 80 hours, Muharrem Beqiri (32) and Ismail
Beqiri (19) who were brutally tortured at the police station, were
released from Prizren's prison. For his injuries, Muharrem had to
go to the hospital of Gjakova for medical treatment.
VUSHTRRI: Sabit Kadriu, teacher of the "Muharrem Bekteshi"
technical high school and chairman of CDHRF's sub-council, was
sent to serve a term of 15 days' imprisonment for his "mistake"
that he had held lessons in Albanian at his school.
MITROVICA: The police stopped in the street, checked his identity
and controlled the poet Jakup Ceraja (60), living at "Tavnik"
quarter.
May 7th,
PRIZREN: Yesterday and today, Muhamet Ivezaj from the village of
Zhur, employed in Switzerland and chairman of the local LDK
sub-branch in Basel, who had come home for holidays, was taken for
"informative discussions" to the police,
GLLOGOVC: Brothers Agim (1952), Gani (1956), and Behxhet Sh.
Lashtrani (1969), all of them skillful workers from the village of
Baica, were arrested and brought immediately to Prishtina. The
reason is unknown. The engineer Demir Avdi Leku (1960) from the
same village, teacher of the technical high school of Mitrovica,
was arrested for weapons, released and ordered to report again.
PRISHTINA: Shaip Zeka (1947), a farmer from the village of Nekoc
(Gllogovc), brought by a doctor's confirmation of the
neuropsychiatric clinic in Prishtina, dated May 7, 1996, no. 3139,
for the injuries he had suffered on the occasion of his arrest
during the police action on May 3.
The Serbian compulsory authorities nominated the teacher Nada
Milosavlevic as principal of the "Zenel Hajdini" primary school.
The police forcibly expelled from their flat the 8-member family
of Samet Krasniqi (1951), economist and former employee of the
Kosova planning bureau, who lives in this flat since 10 years. In
his flat, immediately was settled Zvonimir Tosic, an activist of
the Socialist Party of Serbia from Fush&-Kosova.
Forcibly expelled from his flat was also Shemsedin Kasapolli,
a university teacher of the faculty of fine arts of the University
of Prishtina, who lived in this flat for 30 years.
During the fifth week of the Albanian traders' strike at the
green market, the Serbian local authorities took away the litter
from a part of the market place, put them in the trash or sold it.
Adem B&rbatovci (1945) from the village of Nakarada, was
sentenced to a term of 4 months' imprisonment for keeping weapons
without permit.
SUHAREKA: Four policemen and two Serbian state security inspectors
arrested the chairman and the secretary of the District Financing
Council Blerim Ku^i and Ruzhdi Gashi, confiscated a computer and a
calculator which were in possession of the private firm "Interkom".
SHTIME: Again the police raided and arrested Hamit Tafaj,
teacher of the primary school in Shtimje, his son Agim and his
daughter Shpresa Tafaj.
The police stopped in the street and physically ill-treated
Rifat Imeri from the village of Ra^ak, and Faik Ramadani from the
village of Petreshtica, while Hakif Hajdini and Faik Ademaj from
Shtimje, were physically ill-treated at the police station.
FERIZAJ: Some masked persons entered the home of Ramiz G&rguri,
"Tajar Hatipi" street in Ferizaj. After the alarm of the family
members, they escaped and shot with a rifle on the entrance. The
next day, beside the cartridge case was also found a metal box
containing unknown substances and which was taken by the police.
KAMENICA: Baki Krasniqi, chairman of the local LDK sub-branch in
the village of Petroc, was interrogated by the security inspector
Goran Stamenkoviq about his political activities and about the
political conditions in this village, the district and in Kosova.
LIPJAN: Around 3 o'clock a.m., the Serbian officer Svetozar
Severoviq, living in Kraleva, who presently serves his military
service in the barracks of Prishtina, smashed the door of the home
of Bajram Gashi in the village of T&rbovc and entered by violence.
He started to scream and asked for bread. One hour later, he left,
but he forgot his wallet with 60 dinars, his military booklet and
some notes according to which he could be identified.
May 8th,
GLLOGOVC: Demir Avdi Leku (1960), an unemployed engineer, reported
according to the summons to the police, where he was brutally
physically ill-treated. For his injuries, he had to seek for
medical care. His father Avdi B. Leku (1939) who was threatened by
the police to confess that his son possesses weapons, was also
taken to the police.
VUSHTRRI: Bahri Paci, teacher of the "M. Bekteshi" high school, was
sent to serve a term of 10 days' imprisonment, he was sentenced to
"for organization of illegal lessons".
SUHAREKA: Isak Qatani from the village of Duhla, was taken for
weapons and physically ill-treated at the police.
RAHOVEC: A civilian employee of the security tried to confiscate at
the market of Prizren some foreign currency from brothers Riza and
Sokol Xhemajli Hoti from the village of Ratkovc. When they refused
and quarreled with the unknown man, the police intervened and
arrested them on the pretext of "quarrelling with the police".
GJILAN: Haqif Aliu (1931), a farmer from the village of Depce
(Presheva), was summoned to the police of Zheg&r (Gjilan) for the
reason that his son Sadik (1966), employed in Austria, allegedly
had shot with a rifle one month ago.
MITROVICA: Haki Tafil Beqiri (50), living at Ibri quarter, was
summoned and raided for weapons by the police.
FERIZAJ: The police broke into the flat of Xhemajl Shefkiu, former
tool-shop employee, and took away the furniture.
May 9th,
MITROVICA: The police searched weapons from Ali Ham&z Baliu (62) in
the village of Vidishiq, and Aziz Dibran Dibrani (74) in the
village of V&rrnica.
The police, accompanied by an inspector for housing, ordered
to vacate the flat of the miner Enver Halim Jashari (42), who found
shelter in Sweden after his dismissal. Enver had lived in this flat
for 12 years with the authorization of the then responsible
authorities.
GJILAN: The inspectors Joviq and Karaxhiq interrogated about his
political activities Esmer Ajeti (1952), a jurist and secretary of
the local LDK sub-branch in the village of Lladova.
PRISHTINA: The police physically ill-treated in his house in front
of his family members Enver Krasniqi (1961), merchant, living at
"Jastrebci" str. 1, because of a quarrel with some gypsy traders at
the town market of Prishtina. The policemen also searched weapons
from him.
KLINA: Gani Krasniqi from Carralluka village (Malisheva), deputy of
the Parliament of Kosova, was summoned and kept at the police
station, allegedly "by mistake".
May 10th,
PRISHTINA: Sabit Krasniqi, former political prisoner and member of
the chairmanship of LDK's sub-branch, was arrested in his house
allegedly for weapons and was interrogated about his political
activities and about his imprisonment in 1981. He was released with
the order to report again.
MITROVICA: The police and the market inspectors blocked again the
green and clothes market of the town, and as usual, they plundered
many Albanian civilians.
May 11th,
PRISHTINA: At about 2.30 a.m., a Serbian police squad consisting of
about 100 policemen, "supported" by civil policemen as well, and
with two police dogs, surrounded the house of Musli Ramadani (39),
living at "Prilepi"str. 30, and shot with fire arms ordering Musli
to surrender. Musli tried to escape, but the policemen fired and
wounded him in the garden. Afterwards, they beat him in front of
his family members. In the meantime, the policemen started to raid
the house, demolishing all the furniture. The raid lasted until
8.00 a.m., and all the quarter was blocked. Large police forces
circulated in other parts of the town as well. Musli was hit by
three bullets in hands and chest and was brought by a police car to
the surgical ward of the medical faculty of Prishtina. The Serbian
police authorities confirmed the wounding of the delinquent Musli
Ramadani, saying that "during the shooting" the Serbian policeman
Miroljub Biseric was wounded. Fehmi Ahmeti (23) from Prishtina, was
also arrested.
DELAYED INFORMATION:
GJAKOVA: On May 3, large police forces consisting of 160 policemen
with cars, busses, military dogs and an ambulance, surrounded Deva
village, cut the electricity at about 2 a.m. and then surrounded
the house of Beq& Beqi, 85 years old, woke up all his family
members and physically ill-treated Beq& (85), his son Muharrem
(35), and his nephew Ismail (19). Afterwards, they started a raid
and demolished all the furniture and everything else they found in
the house. The women Xheva (41) and Zehra (32) were also
ill-treated. On their way out, they took the family car "Opel".
April 27, the police interrupted the football game between the
teams of "Flamurtari" from Prishtina and "Shk&ndija" from Llukar&
village. On May 4, the police stopped in the street in Hajvali
Xhemajl G&rbeshi (1947), jurist and chairman of the local "Mother
Theresa" charity association's presidency of Hajvali, took him to
the police station and physically ill-treated him, threatening that
they will liquidate him and his family, if the daily newspaper
"Bujku" will write again about the brutality of the policemen of
Gra^anica village.
VITI: On April 29 and May 1, 2 and 4, Isuf Fazliu (1940) from
Sadovina e Jerlive village was taken for weapons to the police
station. On April 30, Tefik Haziri (1937) and Zijadin Neziri (1971)
from Zhitia village were arrested for weapons and physically ill-
treated. On May 3, also Misin Misini (1944) from Smira village was
arrested for weapons and physically ill- treated. Also in Smira
village, the police raided for weapons brothers Emin and Ahmet
Ahmeti, both of them teachers, and physically ill-treated them in
front of the family members and at the police station.
FERIZAJ: The financial police and the police again plundered some
Albanian civilians at the green and clothes market. At the same
time, the Serbian authorities increased the taxes up to 2-3 times
for the private owners of the stores.
KLINA: On April 26, Zenel H. Kurtishaj from Cerovik, was taken for
weapons to the police station and was physically ill-treated. On
April 28, the policemen Milia Radenovic and M. Memarevic physically
ill-treated Hysen Deskaj from Si^eva, on the pretext that he had
cut wood in the state forest. On May 1, the policemen Dobrivoje
Krstic and Lazarevic from the secretariate for interior affairs of
Klina insulted, provoked and physically ill-treated Salih and Muj&
Bekaj from Joshanica village and obliged them to report again to
the secretariate. When they reported, they were released. On May 3
at the cross-roads of Gremnik village, the police stopped Bedri
Kara^ina, who was driving his truck, physically ill-treated him
without any reason and broke the windows of the truck. On May 4,
the police searched weapons from Muhamet Smajl Bashotaj and Ahmet
O. Bashotaj (72) from Cerovik village.
VUSHTRRI: On May 1, the police searched weapons from Bejtush
Musliu, Bajram and Kajtaz Veseli, Bejtush Hyseni, Bislim, Bajram,
Rasim, Fadil and Agim Xhemaili, Miran Xhafa and Idriz Hasani (who
is in Switzerland), all of them from Sfaraqak village. The police
searched also for Shefqet Ahmet Jakupi from Vushtrri, who is also
abroad.
SKENDERAJ: On May 2 at about 11.00 p.m. in Obri e Ul&t village,
around 70 policemen surrounded the house of Halil Mustafa (1966),
temporarily employed in Slovenia, demolished the premises and
seized 500 DM and the passport from Halil. They physically ill-
treated him and his mother Arife (60), his father Misin (60), and
his brother P&rparim (18). Afterwards, they arrested Halil and took
him to the local police station of Skenderaj and then of Mitrovica
and Prishtina, from where they brought him to his sister Zymrije
Hajdari (25), where the police ill-treated all the family members
Fetah, Jetullah, Zymer, Kadri and Hysen, telling them that Halil
had told them that they possessed weapons.
PODUJEVA: On April 26, the police summoned for weapons brothers
Enver, Salih and Shaban Shabani and raided the house of Hakif
Hyseni. On April 27 and 30, Ram& and Halit Jashari, Shaban and
Mursel Shabani from Kokorovica village were summoned for weapons to
the police station.
GJILAN: On April 26, the regional court sentenced a term of 4
months' imprisonment Nexhat Halili (1954), employee, living at "A.
Ajeti" 1/5, for keeping weapons without permit. On April 29,
Mustaf& Saqipi (1971), student of the technical faculty of
Prishtina and secretary of the local LDK sub-branch of Uglar
village, was taken for "informative discussions" about his
political activities. On May 2 and 3, Musa Shabani (1948), farmer,
living at "Q. ^eshme" 24, was taken for weapons to the police
station and physically ill-treated
ISTOG: On April 25 and 26, Zenun A. Dreshaj (1948) from Dreshaj
village, was taken for "informative discussions" about his
political activities. On April 29 and 30, Qerim Demaj, former
commander of the police station of Istog and now temporarily
employed in Switzerland, was also taken for "informative
discussions". Demaj was interrogated about "his political
activities in the Ministry for interior affairs of the Republic of
Kosova". On April 27, the policemen physically ill-treated in a
tea-room Ram& Kabashi (1967) from Gjyrakovc village, just because
he did not get up, when the policemen entered the tea-room.
FERIZAJ: On April 28, Izjadin Ajeti was searched for weapons by the
police in his house. His father Rizah Ajeti (1936) was taken to the
police station several times during this week. On May 4, the young
man Gazmend Shabani (18) from Nikadin village, received a summons
for recruitment to the Serbian army, but he did not respond to it.

MONTHLY REPORT ON VIOLATION OF HUMAN RIGHTS AND FUNDAMENTAL
FREEDOMS IN KOSOVA DURING APRIL, 1996
The intensity of the organised Serbian state violence and
terror against the ethnic Albanians in Kosova, is continuing in
a most wild and brutal way. A stream of this repression continued
also during April, 1996. The victim of this repression was the
student Armend Selim Daci born in 1976, who was killed by the
Serb Zllatko Jovanoviq on 21 April in Prishtina. After this act,
there were killed 5 and wounded 5 Serbs, two bombs exploding, as
an aftermath a child died and three others were wounded. All
these events which happened in "unknown circumstances", although
the Serbian media, as always did, hurried in blaming "Albanian
terrorists". In the meantime, the Serbian police referring to
these events did many home raids, arrestments and ill-treatments
of Albanians to different districts such as in De^an, Shtime,
Vushtrri, Suhareka, Mitrovica, Peja, Gllogovc etc. According to
data collected so far, after the policeman Milenko Vu^i^ was
killed on 23 April, 1996 in the district of Shtime, there were
arrested 97 Albanians, 30 houses were raided, the home premises
and the furniture were demolished, many persons were physically
ill-treated in front of their family members and were taken to
the police station, women were insulted and provoked and the
children were scared. In many cases, the police threatened that
"all of them will be forcefully sent to Albania", they and the
wellknown criminal Arkan soon will start of "physical liquidating
of Albanians". A number of pupils and passers-by were taken in
the street, in the bus, at their homes and were brutally beaten.
Our associates in the field sent the informations with the remark
that the number of ill-treatments is much bigger but many of
persons being ill-treated are afraid to report for their cases.
During April, 1996, through all forms of violence by the
police and other Serbian state authorities in Kosova, according
to CDHRF available information, there were ill-treated in
different forms 711 Albanians, among them 14 women and 20
children.
- 202 persons were arbitrarily arrested;
- 7 persons were sentenced;
- 5 persons were sentenced by the court for petty offenses;
- 102 families were raided;
- 287 persons were ill-treated for weapons;
- 197 persons were physically ill-treated;
- 393 persons were psychically ill-treated;
- 287 persons were summoned to the police, mainly on the
pretext of weapons;
- 38 persons were arbitrarily stopped;
- 4 passports were confiscated;
- 40 persons were summoned to so-called "informative talks";
- 21 political parties and other associations' activists
were subjected to the police treatments;
During the same period, there were recorded 9 police
intervention to the educational institutions, where 22 school
activists and 5 students were physically ill-treated.
During April 1996, from their flats there were evicted 2
Albanian family and there were settled Serbian families.
Since one month, 1000 Albanian retail sellers of the market-
place in Prishtina, are on a strike for the cause of the high
taxis charges. The market authorities increased monthly taxis
from 320 to 800 dinars for a litter, while these taxes in
Belgrade are about 50-60 and in Novi-Sad about 86 dinars.
It should be noted that in the district of Mitrovica, the
Serbian trade inspectors after many auditing, did 108 charges for
petty offenses, 4 charges for economic delict, 124 firms were
fined with total amount 73.000 dinars, goods were confiscated
valued over 59.000 dinars and temporarily were closed 37 private
shops.
On 10 April, the Serbian authorities began to remove all the
documentation from the Associated Bank of Kosova and sent to the
Paper Factory in Lipjan. In this Bank, there have been saved
important documentation for economic and financial development
of Kosova within the period of 50 years.
During this month, the Independent Trade Union of District
Housing of Kosova made known that there were done flagrant
violence of constructing plans of Kosova. There are being built
premises, flats and houses for colonists. There are also given
to them sites for the purpose of material gains or freely to the
towns' parks, to the green surfaces, to the places near squares,
to the school yards, to the places envisaged for Kindergardens,
to the historic-cultural places, etc.
As the Serbian daily newspaper "Jedinstvo" writes, in the
village Babaj i Llo^it, the district of De^an, there are being
built 222 flats' units for the Serbian colonists from Croatia and
Bosnia-Hercegovina.
As the following, we are presenting some of many cases of
human rights abuses during April, 1996.
On 21 April, 30 minutes after the midnight, Zllatko
Jovanoviq, from balcony of his flat, in the fifth floor, in the
quarter "Bregu i Diellit" in Prishtina, killed by fire-arm Armend
Selim Daci (1976), living at the same quarter, born in the
village Irzniq, district of De^an. The late Armend was coming
back home both with his friend Kushtrim Sejfiu from a celebration
of his birthday. During the last two months, this is the third
killing of the Albanian citizens of the district of De^an.
On Sunday, on 28 April, around 6 p.m. in the village
Lum&madh of Vushtrri, nearby the way Prishtina-Mitrovica, from
exploding a bomb, there were badly wounded four Albanian
children, where Nexhat R. Hetemi 12 years old, died on the way
to hospital, while bad injuries underwent Arsim Sahit Hetemi (8),
Fatmir S. Hetemi (13) and Xhavit Ahmet Hetemi (15). The children
were keeping their eyes on cattle in a field nearby the street
when somebody from a car through an explosive, that is supposed
to be a bomb.
On 10 April, in Dubrava's prison near Istog, under unknown
circumstances died Rifat Shalaj,aged 38, a prisoner, a father of
three children, who was serving the sentence for three months.
On 23 April, the police in Shtimje, got down 7 passengers
who were coming from Prishtina, amongst them was also Nazmi
Kabashi from the village Randobrava of Prizren, who was returning
from the hospital of Prishtina, where his wife is under medical
care. On this occasion, the police badly ill-treated them, while
Nazmi due to his injuries is in a very bad health state and had
to ask himself for the medical care.
On 11 April, Miran Halili from Vushtrri, a teacher of the
High Technical School "Marim Bi^ikemi", was arrested and sent to
serve the 15 days imprisonment , as much as he was sentenced by
the court for petty offenses under the pretext of having lessons
in the Albanian Language.
On 3,4 and 8 April, Ferat Rifat Dobra (61) living at
"Tavnik" quarter, was summoned for weapons by the police. The
last time that he was taken, he was brutally beaten up and
injured for unpossessed weapons.
On 1 April, there was arrested and immediately sent to the
military barracks in Nish, Nazmi Berisha (1968) from the village
Shtitanica of Vushtrri.
The police violently evicted from his flat the 9 member
family of Ibrahim Ramadani from Gjilan, although he possessed all
the necessary documentation.
The Serbian authorities returned to Germany 11 Albanian
citizens from Kosova, who on 20 April were returning by plane and
had the Yugoslav passports, and were kept for 10 days in the
Belgrade Airport, and were not allowed to go to their homes.
On 13 April, in the border-point with Macedonia, in the
village Bllaca, the Macedonian police confiscated 24.500 DM from
Ejup Ismajli from the village Begunca, who was returning from
Germany where he is temporarily employed, although he had
reported the money in the airport of Shkupi. In his statement
given in the airport, the police called as "a false one".

The UNDP web site in Tirana has just gotten a makeover

Welcome to the Tirana FreeNet.
Tirana FreeNet is the first public network with email service in
Albania. This is a community network with the goal of promoting the free
exchange of information, something which has been missed for many decades
in Albania.
This network will help encourage the development of Albania by
providing enhanced communications for non profit organizations and by
expanding the number of organizations and individuals who know how to
effectively use electronic communications and information retrieval
systems. Tirana FreeNet is sponsored by United Nations Development
Programme and will operate until another reliable email service is
available for the non profit community. This Network may not be used for
business or political activities.
Tirana FreeNet is only for organizations not individuals and provides
only email service. Services like direct Internet access and Newsgroups
will be not offered by this Network. Each organization is given an
account on the Network. It is up to the organization to assign individual
email addresses within their assigned account. So Tirana FreeNet will not
give a user account like (e.g. be...@main.tirana.al) but will give a
machine name (e.g. soros.tirana.al). It is the responsibility of the
organization to arrange for software installation and hardware
configuration. Once your organization is registered with the UNDP node
you will be able to reach or to be reached by 50 million people worldwide
by email.
To be connected to this network and to use the email facility your
organization will need an IBM compatible personal computer (PC), a modem,
a telephone line and the software that has the installation files and the
settings for your site. The software will be given free of charge after
your application is accepted but you must have the equipment listed
above. The software chosen in our case is very easy to use and is a DOS
based software. It must be installed in a computer using DOS. The
software has the ability to create several mail-boxes in one machine.
Advanced users can do the installation of the software on a local
computer network. The Macintosh version of the software is not yet
available.
Every organization that meets the conditions for subscribership can
gain access to the Tirana FreeNet by filling out the application form
which is available from the UNDP office. UNDP promises to process
applications within two weeks. Once the application is accepted, the
subscriber should come to UNDP and pick up the free software and
information packet. Support for the software will be given by email.

This network in Tirana is fruit of different subjects which have tried
to have an Internet node in Tirana and now thanks to UNDP this node is
alive serving to 6 permanent and 20 dial-up sites. We are new in Internet
so the amount of Information available right now is not so much. We will
try to update these pages weekly so you are invited to check our pages
for new information. For more information about Albania and Albanians,
their history and culture you can see at the main Albanian Home Page wich
is a good start for Albanian Information in Internet. Have a look as well
to the Kiev Freenet which is a similar computer network like ours.

and efforts to get all the pieces together and make them work out right.
Our main concern was to get those sites connected; one can guess how
difficult it might be to set up a network like this in a country where
the percentage of the population having telephone access is under 4%
(and there is no public network dedicated for data exchange). If one
combines this technical inability to connect two sites with other
difficulties arising from lack of experience and low users' knowledge
about computers, then one may understand why this web page stayed
unchanged for more than four months. We apologize for this delay, but we
are conscious that we did not spend valuable time in vain.

To Whom It May Concern,
Could you put me on your list? I would appeciate it. My father's family is
from Sicily, however they spoke Albanian at home. Although my father was
born in the U.S., he learned to speak Albanian (dialect). As a child I
could understand the Albanian language; now I just remember a few phrases.
I would like to reacquaint myself with the language.
Currently I teach at the University of Vermont. If there is an Albanian
speaking student in the area, I would be willing to help them with their
written English as way to hear Albanian again.
