REPORT No. 280
ON THE WIDESPREAD REPRESSION AND HARRASMENT PERPETRATED BY THE
SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA FROM DECEMBER 17
UNTIL DECEMBER 24, 1995
December 17th,
GJAKOVA: The Serbian border guards, in the highland of Pashtrik at
the place called "Guri i pijes", killed the Albanian villagers
Ibrahim Sali Krasniqi (24), from the village Demjan, and Elhami
Nez& Qenaj (30), from the village Romaja, outskirt of Prizren, both
of them temporarily employed in Zagreb/Croatia, as well as Shefqet
Uk& Sylmetaj, from the village G&rqina, district of Gjakova.
Krasniqi and Qenaj were returning to their home-land for Christmas
and New Year holidays.
FERIZAJ: The police intervened in the LDK premises in Ferizaj, at
the moment when there was to be held the assembly, legitimated the
delegates, confiscated all the documentation of the assembly and
arrested the LDK activists of the district of Ferizaj, as there
are: Berat Luzha, Xhabir Morina, Ali Mehmeti, Enver Topalli, Rizah
Reshani, Hasan Abazi, Rrustem Sefedini, Sinan Azemi, Milazim
Haliti, Tefik Idrizi, Ilmi Re^ica, Sk&nder Ferizi, Rasim Zymberi,
Sadik Lubishtani, Sabri Berisha, Fehmi Hajdini, Fatmir Sylejmani,
Shemsi Salihu and Banush Salihu. The police confiscated also a
video-camera and a camera owned by our sub-council in Ferizaj, ill-
treated the arrested persons, and some of them were also physically
ill-treated. In the centre of the town, the police stopped and ill-
treated the bridesmaids of Tefik Izeti, from the village Firaja.
Just in very begining of this police intervention, the police first
raided the rooms of the house of Hyzri Beqiri-Varoshi, demolished
the furniture and beat-up Hysni=B7s wife Hidajete, his sons Ardian
(19), Driton (16), his daughter Lindita (17) and his daughter-in-
law Zyrije with her children Durim (4) and Xhenita (2).
PODUJEVA: Fahri K. Hoti from Bradash village, was arrested at the
border crossing point with Macedonia, kept for two days under
arrest and was physically ill-treated.
December 18th,
SKENDERAJ: Three Serbian policemen in civil, in the centre of
Sk&nderaj, arrested Sejdi Fazli Shala (30), a farmer of the village
Kopiliq i Posht&m, and sent him by a car with Prishtina
registration plates in unknown direction. The reason of his arrest
is unknown.
PODUJEVA: The police in Prishtina arrested in the street Besim
Tahiri from Dumnica village, controlled him, took 20 DM and
physically ill-treated him. Meanwhile, the police in Vushtrri
physically ill-treated Fatmir Mu^iqi, from Podujeva, who went for
a visit at his cousins in Vushtrri.
PRISHTINA: The principal of the Primary School "A. Z. ^ajupi" in
Jugoviq village, Faik Munishi, and his brother Ramadan Munishi,
were summoned for weapons to the police and threatened that "he has
to find a weapon and deliver it". A police squad intervened at the
Primary School "Shk&ndija" in Hajvali village, and interrogated in
the principal's office the pupil of the 8th class, Enver Ferat
Aliu, on the pretext that he had damaged Serbian graves. The child
admitted that he had thrown a stone towards a cross on a grave
while he was defending himself from a dog. The police took Enver,
whose mother is Serbian and his father Albanian, with them.
GJILAN: To the local police station of the village Zhegra, there
were summoned for weapons and physically ill-treated Halil (1937),
Banush (1939), Metush (1941) and Habib Zymberi (1945), all of them
farmers from the village Muqibaba.
SHTIME: There were summoned for weapons to the police: Salih,
Emrush, Besnik (a pupil who was also beaten up at the police
station), Hatije (a housewife), Maliq and Behlul Mujota, from the
village Monopallc, Latif Neziraj, Nezir, Muhamet and Hazir Ademaj
from the village Petrova, as well as Asllan Hasani from the village
Godanc.
KLINA: A police squad headed by the policeman Vesko Magiq raided
for weapons the home of Ahmet Cuf& Gashi (1933), a farmer from the
village Sf&rka. Jonuz B. Mulaj (1967), from Jashanica village, was
stopped at the Yugoslav-Hungarian border in Subotica, physically
ill-treated at Subotica's prison, his passport was seized, and
afterwards he was released. Now, he is treated in Peja for his
injuries.
MITROVICA: At the bus-station of Mitrovica, two policemen beat up
the juvenile G&zim Mustaf& Hyseni (16), from the village Kastior I
Sk&nderajt. Sali Azemi (1973), from the village Broboniq, was taken
for weapons to the police and physically ill-treated.
ISTOG: Skender Maraj, from the village Vrella, and Shefqet Ademi,
from the village Istogu i Posht&m, were summoned for weapons to the
police, while Shefqet was also physically ill-treated.
LIPJAN: Gafur Bytyqi, principal of the Primary School "Shtjef&n
Gje^ovi" in the village Janjeva, was summoned allegedly for weapons
to the police; in fact he was summoned to be put under pressure not
to organize manifestations in the honour of the 330th anniversary
of the school. The policemen "searched weapons" also from Mehdi
Ademi, from Gadime village.
December 19th,
PODUJEVA: The police raided for weapons the home of Bedri Demiri.
VUSHTRRI: Qamil Behrami, principal of the Primary School "Azem
Bejta" and chairman of the local LDK sub-branch in the village
Dubovc, was summoned for weapons to the police.
PEJA: At the entrance of Peja, the police stopped Uk& I. Muriqi
(1950), from Koshutani village, a car-transporter, controlled and
physically ill-treated him.
MITROVICA: Three employees of the Serbian administration tried to
enter the classes of the Primary School "Fazli Grej^evci" in Shipol
village, at the time when the children were having their lessons,
but they were hindered by the teacher, Rexhep Pllana.
KLINA: Sadri Shala, from the village Ujmir, was arrested and sent
to serve the condemnation to 7 months imprisonment for political
activites.
MALISHEVA: A police squad of the local police station of the
village Kijeva raided for weapons the home of Sk&nder H. Hoti in
the village Carralluka, and physically ill-treated his brother
Latif Hoti who afterwards was sent to Pagarusha village to his
uncle Hajrullah Kryeziu, whose home was also raided. The next day,
the police went again to the home of Sk&nder Hoti, who is
temporarily employed, and they physically ill-treated his brother
Arif Hoti (13).
December 20th,
SHTIME: The police raided for weapons the house of Aziz Neziri,
arrested and physically ill-treated Tefik, Emrush and Salih Mujota,
from Mollopolci village, Zaim Jakupi, from Ra^aku village, Ejup,
Fatmir and Jakup Hysenaj, Muhamet, Nezir and Hazir Ademaj, from
Petrova village, Sahit Asllani, from Shtime, Ismet and Fadil
Shabani, from Vojnovci village. To the local police station in
Shtime, there was summoned the old lady Hajrije Qorri, aged 80,
from Shtime.
MITROVICA: Around 20 policemen searched for Xhafer Nebih Meholli
(22) in Melenic& village, and as they did not find him at home they
arrested his brother Naser. The police kept Naser at the police
station for one hour, beat him up and threatened him that they will
liquidate him if Xhafer does not report within 10 days.
HANI I ELEZIT: Qenan Berisha and Xhemshir Tha^i, from Kriveneku
village, employed abroad, who came home for holidays, were summoned
for weapons to the police station. Both of them were physically
ill-treated at the police station, their passports were
confiscated, and they were ordered to report again to the police
station. Ferid and Sefer Tha^i, also from this village, were also
taken for weapons to the police station.
PRISHTINA: Since the compulsory directorate took over the Archives
of Kosova, this very important cultural and historical institution
is sistematically growing poor. All of this started with
transferring and liquidating the materials at the Paper Fabric of
Lipjan. Now, there is settled in the premises of this institution
a Serbian family from Croatia. Five off-duty policemen entered the
coffee-shop "Te Cima" where they ate and drunk without paying and
afterwards beat up the waiter Afrim Ibrahimi and the guardian Bedri
Graj^evci on the pretext that he had lost a notes which they had
found afterwards and said they were sorry for everything.
GJAKOVA: Four years ago, a group of Serbomontengrins have been
arbitrarily settled in 54 flats of "Dukagjini" Enterprise, all paid
by Albanian civilians. In the meantime, the Ministry for Urbanism
of Serbia has ordered them to release these flats, but the
compulsory Serbian authorities are not doing anything about it.
December 21st,
GJILAN: Fatmir Hoxha and Nazim Bllaca, from C&rnica village, were
summoned for weapons to the police station. The police took Nazim's
passport. Sami Hoxha (1957), teacher and vice-chairman of the local
LDK Sub-branch in C&rnic& village, was taken for "informative
talks" to the police station. He was not only interrogated about
his work at school and his political activites, but also about a
visit to Albania.
FERIZAJ: Rizah Reshani, journalist of "Bujku" and member of the
Chairmanship of the local LDK branch in Ferizaj, was again
interrogated at the police station, and his passport was taken.
PRESHEVA: Serbian interior affairs' authorities arrested Xhevat
Fazliu, member of the Chairmanship of the Albanian Democratic Party
in Presheva and chairman of the local community in Miratoc village.
The pretext of the arrest were some certificates which Xhevat had
given to Albanian civilians as a proof that they were real
Albanians and which the civilians had used at the border crossing-
points.
HANI I ELEZIT: Asllan Tha^i, from Kriveneku village, and Hysen
Kuka, from Seqishta village, were summoned for weapons to the
police station.
PEJA: Ismet Rrahmanaj, from Kosuriqi village, was interrogated at
the police station concerning his sports activities and the way of
financing these activities in the district of Peja.
MITROVICA: Bajram Hasani, from Broboniqi village, was summoned for
weapons to the police station.
December 22nd,
MITROVICA: Rifat Dan Nimani (42) was punished with 6 months
imprisonment for a revolver which he had handed in at the police
station 6 months ago. Since December 13th until today, there were
summoned for weapons to the police station brothers Ferat and Sami
Ibrahimi, from Koshtova, and they were threatened that they will
be summoned again.
GJILAN: Rushit Avdiu (1957), economist and chairman of the local
LDK Sub-branch in P&rlepnic& village, was for the tenth time
summoned for "informative talks" to the police station concerning
his political activities.
SHTIME: The following persons were summoned for weapons to the
police station: Muhamet, Nezir and Hazir Ademaj and Sabri Ahmeti
(65), from Petrova village, Isak Haxhiu, from Rashinca village,
Salih Asllani, from Shtime, Asllan Krasniqi with his wife and his
son Naser, from Godanci village. Sabri Ahmeti, Isak Haxhiu and
Salih Asllani were physically ill-treated at the police station.
HANI I ELEZIT: Ismail Kulisi, Bejtullah and Ibush Shkreta, Latif
Brava, Mensur Kuka and Nevzat Luri, from Seqishta village of Hani
i Elezit, were summoned to the police station on the pretext that
they had helped some civilians to cross the border.
December 23rd,
PRESHEVA: In this town, where 95% of the population are ethnic
Albanians, was started the construction of a residence for Serbian
colonists from Croatia, where are to be settled 30 families.
According to Belgrade's newspaper "Ve^ernje Novosti", in this area
are to be settled some other Serbian families who are supposed to
start working in the fabrics of Vranja, where, as they say, there
is not enough labour force.
DELAYED INFORMATION
PRIZREN: Liman Tha^i, principal of the Primary School "Ibrahim
Fehmiu" in Dushanov& village, was for the 13th time interrogated
at the police station, on December 15th and 16th. The police were
interested about the lessons, the teachers' professional
qualification, the school stamps, etc.
SKENDERAJ: On December 14th, the police searched weapons at the
home of Halit Neziri in the village Krasmiroc. As he was not at
home, they arrested and physically ill-treated his brother Xhevdet
Neziri.
KA^ANIK: On December 13th, there were summoned for weapons Murtez
Demniku and Shaban N. Topojani, from the village Doganaj, and three
days later, there was summoned Asllan Tha^i from the same village.
ISTOG: On December 16th in the village Vrella, the police summoned
for weapons brothers Jonuz, Hysen and Fazli Idriz Bicaj, as well
as Jonuz' son, Sk&nder. Jonuz and Sk&nder were physically ill-
treated at the police station.
GJILAN: On December 13th, the police arrested for weapons Ymer
Isufi (1972), unemployed, living at "M. Popoviq" str. no. 65A. On
December 16th, Selami Mehmeti, from the village C&rnica, was taken
for weapons to the police.
PODUJEVA: On December 16th, unknown persons broke the windows of
the Middle School "Aleksander Xhuvani" and took two school-diaries
with them. On the road Podujeva - Pollata, the police stopped the
bus and legitimated all passengers. The police raided for weapons
and summoned to the police the following persons: Sabit and Halit
Ma^kafci, as well as Maliq Pervetica, and arrested Maliq's son,
Avni, a pupil of the 3rd degree of the Middle School "Isa
Boletini", who was also physically ill-treated.
VUSHTRRI: On December 13th, the principal of the Primary School
"Liria" in the village Strofc, Zeqir Asllani was informed by Danica
Prodanoviq that his school has to be named "Mihalo Laliq" and "has
to accept the Serbian statute".
KLINA: On December 11th, the police stopped in the street Ramiz
Zhabota, from the village Shtupel, and together with him went to
his home, raided his house, physically ill-treated him and ordered
him to report again to the police. On December 13th, Avni Haxhiaj,
from the village Glloreva, was summoned for weapons to the police.
KA^ANIK: On December 13th, there were raided for weapons the homes
of Murtez Isen Demnika (1943) and Shaban Nezir Topojani, farmers
from the village Doganaj, and they were summoned for weapons to the
police. On December 16th, the police searched weapons also at the
home of Shaban Isen Demnika in the village Doganaj, but he was not
taken to the police station as he is very old.
PRIZREN: At the Yugoslav-Hungarian border, Vilson Domgjonaj, from
Grazhdaniku village, was arrested. He was plundered and physically
ill-treated about which he has a medical confirmation. Around 20
policemen since early in the morning raided for weapons 10 houses
in Billush& village and arrested 7 youngsters. Rexhep Kat&rpara was
beaten up, and G&zim Hoti was threatened with a revolver. In
Prizren, two policemen entered the local LDK office and legitimated
Islam Bajrami, member of the chairmanship. The police in Prizren
searched for Fahri Sylejmani, and as he was not at home, the police
ill-treated his son Genc Sylejmani, pupil of the primary school's
6th degree. Qazim Qoqaj, from Gjonaj village, was physically ill-
treated by the Security authorities. In Brillush& village, the
families of Sezair Isakaj and Fazli Kryeziu were raided, and
Ganimet Isakaj and Nexhat Kryeziu were arrested. Teki Rexhepi,
correspondent of the newspaper "Bujku", was arrested in Prizren,
and then he was released and ordered to report again to the
Security authorities. The students Shk&ndije Hoxha, J&lld&ze
_ollaku and Muhamedali Gashi were taken for "informative talks".
Bashkim Halimi, from Kuk village of Dragash, was arrested for
weapons and physically ill-treated for 12 hours.
KLINA: Avdullah (1931) and Fazli Krasniqi (1958), Sheremet Gashi
(1948) and Adem Sopaj (1958), from Zajmi village, were all summoned
for weapons to the police station on December 6th, 7th, 8th, 10th,
11th, 12th and 13th. They were summoned for the reason that the
police had caught them taking some wood from the forest for the
Primary School where Avdullah is a teacher. After they were ill-
treated a few times they were released.
KAMENICA: On December 2nd, from the "Trajko Periq" Enterprise 40
Albanian workers were expelled from work, and 11 Serbian colonists
started to work there.
KA^ANIK: In Ivaj& village, the police searched for weapons Bajram
Nuredin Rexha and arrested his father Nuredin Rexha (85) who was
kept under arrest until Bajram reported to the police station.
PEJA: Lulzim Nepola (1968), student from Peja, living at "Radovan
Vukoviq" 142, who had escaped to Norway in 1990, was expelled from
Norway through Italy to Yugoslavia. On December 5, 1995, he was
ill-treated by the police before he arrived home and was ordered
to report again to the police station. The above mentioned,
according to his statement, was expelled from Norway two days
before the entry exam at the Institute "Godalen videregaende skole"
in Stavanger, Ostre Ring 55.
